JOB TITLE: Training and Development Manager

DIVISION: Human Resources

DEPARTMENT: Training and Development

SUMMARY: Under the direction of the Human Resources Director this position will primarily be responsible for improving the productivity of the Tribe’s employees. This position assesses Tribal wide developmental needs to drive training initiatives, that includes identifying and arranging suitable training solutions for employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Including but not limited to the following duties and responsibilities.

  • Conducts annual training and development needs assessment
  • Develops training and development programs and objectives
  • Administers spending against departmental budgets for training needs
  • Obtains and/or develops effective training materials utilizing a variety of media
  • Trains and coaches, managers, supervisors, and others involved in employee development efforts
  • Plans, organizes, facilitates, and orders supplies for employee development and training events
  • Develops and maintains organizational communications such as intranet bulletin boards and newsletters to up to date announcements on training opportunities and events
  • Conduct follow-up studies of all completed trainings to evaluate and measure results
  • Proposes modifications to policy, standards, and guidelines as needed
  • Exemplifies the desired culture and philosophies of the Tribe
  • Reports regularly and on a schedule basis to the Human Resources Director (i.e. monthly, quarterly, and annually)
  • Work effectively as a team member with other members of management and the Human Resources staff

SUPERVISORY RESPONSIBILITIES

  • Non-supervisory

OTHER DUTIES:

  • Attend meetings
  • Attend mandatory trainings
  • Travel as required to perform duties
  • Perform related duties as assigned

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.

KNOWLEDGE OF:

  • Principles of management
  • Recordkeeping management
  • Strong presentation methods and techniques
  • Variety of multimedia training platforms and methods

ABILITY TO:

  • Apply cultural sensitivity to Native American programming
  • Maintain confidentiality
  • Evaluate and research training options and alternatives
  • Communicate effectively, both orally and writing in a professional manner
  • Prepare clear, concise, accurate records and reports
  • Work independently on assigned duties
  • Operate a variety of office equipment, including computer and software
  • Interpret, apply, and explain rules, regulations, policies and procedures
  • Perform interpersonal skills using tact, patience, and courtesy

EDUCATION and/or EXPERIENCE: An equivalent combination of education and related work experience may be considered. Two (2) years of related work experience will be equal to 30 college credits and vice versa.

  • Bachelor’s Degree required in relevant field and at minimum two (2) years of experience in related field. OR
  • Associate in Arts degree required in relevant field and six (6) years of related experience in related field. OR
  • High School Diploma or equivalency certificate required and ten (10) years of related experience in related field.

CERTIFICATES, LICENSES, AND REGISTRATIONS: To perform and to continue to be qualified for this position, the requirements listed below must be met at a time of hire or may be obtained within a specific amount of time depending on the position requirements. Costs for required certifications, licenses, and registration are to be covered by employee, unless offered by the Tribe.

  • Prior to hiring and throughout employment must possess a valid California Class C Driver’s License and maintain insurability under the Tribe’s vehicle insurance policy
  • Throughout employment must obtain/maintain a CPR/AED/First Aid Card/Certification
  • Throughout employment must obtain/maintain OMB Circular Certificate
