T3W Business Solutions, Inc. is a Woman-Owned Small Business with Headquarters located in San Diego, CA. It is our mission to help our clients develop strategies to optimize their use of space and resources resulting in maximum benefits; we also deliver quality data and analysis to support our clients’ daily facility operations, planning, and compliance programs. We are looking for a Facility Security Officer in San Diego, CA.

Summary

The successful candidate will be resourceful, possessing keen attention to details, an excellent communicator who is confident communicating and working with personnel and clients at all levels, and be a self-starter that will be responsible for managing and executing all aspects of the T3W Business Solutions, Inc. National Industrial Security Program for this non-possessing facility. Management responsibilities include maintaining the facility clearance, managing the personnel security program, and providing oversight for classified contracts and subcontracts. The FSO will also manage the Insider Threat Program and be designated as the Insider Threat Program Senior Official. This position will also be responsible for the Corporate Building Facilities Maintenance and repairs and other physical security management. 

Responsibilities

Administration

  • Responding to building facilities trouble tickets and coordinating maintenance and repairs and working with vendors on other office space needs
  • Preparing security and facilities reports, process and procedures, email correspondence and other related documents
  • Scheduling ITPSO meetings in MS Teams & Outlook, taking meeting notes and distributing notes to proper personnel
  • Creating and maintaining various security training presentations, documentation, records, and files
  • Contract Security
  • Maintain company’s compliance with DOD Contract Security Specifications and the NISPOM 32 CFR Part 117 
  • Review DD254 Contract Security Specification and relay special requirements to the tasking program manager and staff as needed
  • Review DD254’s for correctness and challenge and/or request changes as needed
  • Draft and issue subcontractor DD254’s
  • Review PWS, SOW, and other contract documents to ensure proper security measures are implemented per contract.

Facility Clearance

  • Ensure the facility abides by the DD Form 441 Security Agreement 
  • Maintain all facility clearance records to include:

- Key Management Personnel (KMP) List

- DoD Security Agreement DD Form 441

- Certificate Pertaining to Foreign Interests (SF-328)

- Letter of Notification of a Facility Security Clearance (DSS FL 381-R)

  • Maintain a Facility Security Officer user role account in the National Industrial Security System (NISS) data base and upload the above forms as well as:

- All Corporate documentation (Bylaws, BoD and Shareholder meeting minutes, 

Statements of Incorporation, and Organization Charts)

- Active DD254’s

- Other misc documentation relevant to the Facility Clearance

Personnel Security

  • Provide pre-hire clearance checks and report results to HR/Recruiter/Hiring Managers 
  • Collect New Hire form and resume to set up personnel security folders, contact the new hire to introduce as FSO and gather PII needed to set up DISS security record
  • Coordinate with HR and or Hiring Managers to conduct new hire in-processing and personnel terminations
  • Request and maintain a Security Officer Admin and Hierarchy Manager Role in DISS, ensuring the Subject clearance data is up to date and accurate
  • Initiate and oversee the personnel clearance investigation process to include, initial, periodic review and upgrade investigations
  • Coordinate clearance applicant fingerprinting through our third party vendor for processing and transmission to OPM
  • Ensure The SF-312 (Classified Information Non-Disclosure Agreement) is properly executed for employees prior to granting access to classified information and subsequently uploaded to the DISS record for retention
  • Issue DISS visit requests for cleared employees and other base access Visit Authorization Letters for uncleared employees
  • Assign appropriate access levels per contract and positional requirements

Training

  • Complete FSO certification training and continuing education trainings to maintain qualifications
  • Develop and administer the security education program and maintain records
  • Provide new hire indoctrination and assign contract required training
  • Issue Initial and Annual Security Refresher, OPSEC, NATO, COMSEC, CNWDI Briefings as appropriate
  • Issues Insider Threat Awareness, Counterintelligence, CUI Awareness, Cyber Awareness, and Safeguarding PII, and other security trainings required by the NISP

Reports

  • Maintain a full understanding of reporting responsibilities under the NISPOM 32 CFR Part 117, SEAD 3, and SEAD 4 directives
  • Submit required reports to the Cognizant Security Office (CSO) per the NISPOM, including:

- Loss, compromise, or suspected compromise of classified information

- Security Violations

- Suspicious Contacts or activity

- Changed Conditions affecting the Facility Clearance (including name or 

address changes, mergers, acquisitions, changes in business structure, 

or any foreign Ownership, Control or influence (FOCI)

- Changes in classified Storage capability

- Ability or Inability to safeguard classified material

- Unauthorized receipt of classified material

- Any Foreign Classified contracts

  • Submit required reports to the DOD CAF per the SEAD 3, including:

- Foreign Travel

- Adverse Information reports

- Changes in cleared employee status (including name and citizenship)

- Citizenship by Naturalization

- Employees desiring not to perform on classified work

- Employees refusing to execute the SF-312

  • Conduct annual self-assessments of the security program using the DCSA Self Inspection Handbook, brief senior leadership and submit a certification report to the CSO

Requirements

  • Bachelor's degree in Business Administration, Social Science, Psychology or a national security related field and 5-8 years of experience as a Facility Security Officer or in lieu of degree 8-10 years' experience in industrial security program management
  • Must have an active Secret level clearance, and be able to obtain a Top Secret Clearance
  • FSO Program Management Certification for non-possessing facilities
  • Experience with NISP security, facility clearances, personnel clearances, providing oversight for classified projects
  • Be skilled in both written and verbal communications with employees and clients, in report writing, and with the sensitivities when counseling, advising, and conducting investigations.
