S3 Inc. is seeking a Senior Program Manager to provide management, business development skills, and military aviation knowledge to support the National Guard Bureau (NGB) Army National Guard (ARNG) Aviation Training Sites (AATS). The Program Manager will work out of our HQ in Cummings Research park, Huntsville, AL.

Description:

The Program Manager plans, develops, implements, and supervises contractor provided technical services to support the aviation training, operations and logistics mission at the Eastern Army National Guard Aviation Training Site (EAATS), Western Army National Guard Aviation Training Site (WAATS), and High Altitude Aviation Training Site (HAATS).

Responsibilities:

• Supervises the contractor work force in providing task support to the Army National Guard cadre for conducting mission analysis, preparing work and financial forecasts, developing and executing academic, simulator and flight training, providing and executing operational program development and quality control for aviation flight and maintenance training related to the AATSs.
• Provides administrative control ensuring accomplishment of all requirements delineated in the contract, produces contract deliverables, and ensures contractor compliance with AR 95-20.
• Executes the management tasks of staffing, developing approach and processes, forecasting and managing budget and schedule, and reporting through task deliverables that facilitate the AATSs coordination requirements.
• Advises the AATS Commanders and other principal leader on strategic training requirements, personnel issues, training challenges, contract support matters, and current operations.
• Manages program to ensure all activities are carried out in accordance with specified objectives, US Army and ARNG regulations, and specifically DCMA 8210.1 and AR 95-20.
• Conducts continuous analysis of contracts execution to ensure FAR compliance, profitability, and quality control.
• Recruits qualified personnel for AATS teams. Interfaces with the AATS Commanders, the National Guard Bureau Aviation and Safety Division, TRADOC, USAACE, State Army Aviation Officers, Aviation Classification & Repair Depots, and ARNG Aviation Support Facilities to enhance the ability of the AATS to produce the appropriate number of aviators and maintainers required to achieve ARNG readiness and modernization.

Qualifications:

• Bachelor’s degree; preferred a Master’s degree with emphasis in business or engineering
• 15 years of related technical and management experience in comparable discipline or program
• 10 year of’ management experience supporting Government technical, business, or logistics programs
• 10 years of experience independently interfacing with the customer and managing contractor technical, business, or logistics personnel, and financial aspects of a small/medium program or several program subordinate tasks
• 10 years of experience working with MS Office products
• Experience managing programs with multiple government site locations and managing an employee work force of 40 or more personnel.
• Must have commanded aviation battalion / squadron or equivalent.
• Must be able to travel
• Must have Secret Security Clearance; preferred TS/SCI Security Clearance referred
• Army National Guard uniform experienc
