The Office Services Unit in the Administrative Services Division is seeking a Records Management Supervisor to act as the agency's appointed Public Records Officer under RCW 42.56 and Records Officer under RCW 40.14. This position manages all aspects of the agency's public disclosure and records management programs.
**This recruitment may be used to fill future vacancies over the next 90 days.
  • Serve as the agency’s designated Public Disclosure Records Officer under RCW 42.56.580
  • Serves as the point of contact for members of the public requesting disclosure of public records
  • Apply expert knowledge of laws, policies, and principles regarding public disclosure
  • Serve as the agency’s point of contact with the Attorney General’s office for public disclosure matters
  • Develop, implement, and maintain agency public disclosure policies, procedure, and systems
  • Serve as the agency’s point of contact for GovQA and all other public disclosure tracking systems to include, eDiscovery and Discovery Accelerator
  • Develop and conduct monthly, quarterly and yearly training on public disclosure for a variety of audiences and topics
  • Responsible for determining exemptions, to include creation or removal of exemptions
  • Make agency disclosure denial decisions based on qualified exemptions
  • Process complex requests for disclosure that are voluminous in nature, are from the media or attorneys, or encompass sensitive topics or information
  • Report to management, executive leadership and communications as appropriate on public disclosure requests and risks to the agency
  • Monitor legislative session for proposed or pending changes in state laws, rules, or regulations regarding public disclosure and open government and analyze potential impacts to Commerce
  • Provide notice to staff regarding requests for personnel information as required by CBAs and Commerce policy
  • Coordinate agency litigation holds and assemble records for discovery
  • Compile and submit annual public records reporting metrics to the Joint Legislative Audit and Review Committee (JLARC)
  • Create monthly status reports on public disclosure requests
  • Generate monthly tracking reports on GovQA utilization rates
  • Responsible for managing and organizing all public disclosure request in GovQA, outlook, and on share drives
  • Responsible for updating internal and external Public Disclosure SharePoint sites
  • Assign work with clear deadlines and expectations
  • Review work product
  • Prioritize work as necessary
  • Conduct mid-term and annual performance reviews using SuccessFactors
  • Provide ongoing feedback and mentoring for professional growth opportunities
Required experience:
  • Bachelor's degree or equivalent professional experience interpreting and applying rules, regulations and policies, and four years of increasingly responsible experience responding to public disclosure requests. (Additional qualifying experience may substitute year for year for education.)
  • Professional experience interpreting and applying Washington State rules and standards for records retention, disclosure, archiving and destruction.
  • One year of supervisory experience or successful completion of required state government supervision training.

  • Ability to independently analyze, and weigh the risks versus benefits in decisions and recommendations.
  • Demonstrated organization and time management skills.
  • Strong customer service skills, with the ability to explain technical information in plain talk
  • Strong attention to detail with the ability to effectively review and redact high volumes of documents.
  • Ability to lead, motivate, coach, mentor and train professional staff.
  • Demonstrated skill in writing professional communications.
 
Preferred Qualifications:
  • WAPRO Certification
  • Records management certification such as CRM, CRA, or IGP
  • Experience using Discovery Accelerator, or a similar discovery tool, to search for records at an agency level
