State of Missouri is Hiring a Procurement Specialist (4104003) Near Jefferson, MO

Job Location: This position will be located at 920 Wildwood, Jefferson City, MO

This is a mid-level professional position in the field of procurement that requires a high degree of judgement and initiative. What you’ll do:

  • Procure a wide variety of procurements for commodities, services, and/or information technology projects, many of which are highly technical and require complex procurement standards and procedures including conducting evaluations of bids received and leading evaluation teams of subject matter experts as needed.
  • Determine which method of procurement process is appropriate to initiate and manage each specific procurement’s circumstances.
  • Advise and train user agency staff regarding state statutes, regulations, and procedures for the procurement of commodities, IT, and/or services.
  • Receive general supervision from leadership; however, individual is expected to perform duties with considerable independence
  • Oversee the department purchasing card (p-card) program
  • Manage all aspects of the department's process for Memorandums of Understanding/Agreements (MOU/MOA) and other agreements.
  • Develop and manage a process to maintain documents according to standard retention schedules and to dispose of documents once the retention period had been meet.

Minimum Qualifications

  • Bachelor's degree required. (4 years equivalent of combined education and relevant 3-5 years of procurement experience may be substituted for a bachelor degree)
  • Desire for the candidate to have relevant procurement experience.
  • Comprehensive knowledge of state statutes and procedures of state government purchasing, specifically State of Missouri laws.
  • Ability to obtain and evaluate competitive bids.
  • Ability to secure, interpret, and analyze technical data, and to exercise sound judgment in arriving at conclusions.
  • Ability to work independently in assessing and managing priorities.
  • Effective written and oral communication
  • Ability to analyze facts, apply identified parameters, and draw conclusions.
  • Self-starter who takes ownership of responsibilities.
  • Organized and detail oriented.
  • Adaptable to change, deadlines, and working with teams.
  • Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
  • Experience with computers, desktop applications including Microsoft Office products.
  • Knowledge of SAMII, MissouriBUYS and SharePoint are preferred.
