State of Louisiana is Hiring a PUBLIC INFORMATION OFFICER 1-3 (COMMUNICATIONS AND SOCIAL MEDIA STRATEGIST) Near Metairie, LA

Jefferson Parish Human Services Authority (JPHSA) is a Local Governing Entity providing Developmental Disability and Behavioral Health (mental illness and substance use disorder) services and supports as well as fully integrated Primary Care and Behavioral Health services. JPHSA’s primary service area is Jefferson Parish. In addition to serving children, adolescents, adults, elders, and their families, JPHSA collaborates with an array of stakeholder and advocacy groups, community leaders and elected officials.
 
The Public Information Officer 1-3 implements public relations, marketing and positioning, and relationship management activities and campaigns for a complex PR program of JPHSA and its programs, including developing and producing print and digital communication and marketing materials and acting as electronic ad administrator, under the broad supervision of the Public Information Director.
The Public Information Officer 3 must meet the following requirements:
80 % Executes public relations, marketing and positioning, and relationship management activities and campaigns for a complex PR program of JPHSA and its programs. He/she develops and produces or oversees the production of print and digital communication materials. He/she creates and develops content from the idea stage to final execution in print, digital, audio, and other formats (graphic or video) for internal and external communications. Works collaboratively with Executive Management Team members. Interacts with top-level agency staff on special communications, marketing, and public relations projects and printed and digital publications.
 
Acts as content and creative lead in communications in absence of Public Information Director.
Provides communications and media training to internal subject matter experts. May accompany staff to media interviews or appearances, in-person or virtual. Develops and maintains media contacts.
Develops, plans and implements new PR initiatives such as outreaches, events, etc.
Gathers necessary evidence, expert advice, policy documents and scientific materials. 
Synthesizes, rewrites, and/or edits these materials for presentations geared to reading level of different audiences.
Conducts research by reading publications and websites and consulting with others to keep abreast of events and broaden knowledge.
 
Conducts presentations in the community and interacts with public as representative of agency.
Contributes advice to the overall efforts towards improving the quality and impact of internal, external and technical messages.
Writes and publishes articles and selects and/or produces graphics for staff electronic newsletter under direction of Public Information Director.

Manages Google ad campaigns, including developing digital ad optimization strategies and copy generation. Monitors electronic Google Ad campaigns. Maintains and monitors keyword bids (as applicable), account daily and monthly budget caps, impression share, and other account metrics.
Serves as manager for Facebook Ads and analytics.
Develops content for several social media channels under supervision of and in collaboration with Public Information Director, including development of posts and graphic assets for regional and state campaigns. Stay current on social media trends, best practices, platform changes and developments, hashtags, and functionalities. Conducts social media screening upon request.
Maintains proficiency with and manages web-based recruitment sites, such as Indeed Employer, HRSA Health Workforce Connector, LinkedIn, etc.
Communicates with vendors for assigned communications, advertising and marketing objectives and provides related vendor and other research for assigned projects.
Prepares drafts of proposed budgets for assigned projects under supervision of Public Information Director.
Manages YoDeck for JeffCare TV and updates content.
Regularly collaborates with Public Information Director and EMT to evaluate content of JPHSA website.
Updates content on online search engines and directories and assists with online reputation management.
Participates in website planning and utilizes WordPress or other content management system (CMS) to make updates to JPSHA website.
Supports and provides communications documentation for COA.
Performs occasional digital photography and videography.
 
Maintains knowledge of digital communications techniques related to healthcare, human services, foundations, corporate, or governmental entities
Learns and utilizes new software and other modern advances necessary to perform work.
 
15% Manages community outreach and other events and related documentation in collaboration with Public Information Director and EMT. Researches, proposes, and develops community outreach. Tracks and monitors community outreach activities and public relations/marketing events.
5% Performs other duties as assigned to meet the needs of JPHSA and its programs.
 
Physical Requirements 
 
This position is largely a sedentary role. Occasional light lifting (up to fifteen pounds) and/or squatting and unpacking of marketing or promotional materials and set up of promotional materials is required. 
 
The PIO 1-3 regularly operates a computer, computer printer, phone, copy machine, laminator, scanner, and camera. He/she may sometimes operate a projector, handheld recorder, or microphone. The PIO 3 communicates in person, virtually over the computer, and on the phone, and he/she remains in a stationary position 60% of the time in order to accomplish computer work.
As part of a Career Progression Group, vacancies may be filled from this recruitment as a Public Information Officer 1, 2 or 3 depending on the level of experience of the selected applicant(s). The maximum salary for the Public Information Officer 3 is $77,958. MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Experience in marketing, public relations, library science, and/or the research, written preparation and dissemination of information to the public or on behalf of an organization to its customers through such medium as publications, broadcasting, Internet web pages, social media, or public speaking will substitute for the required degree on the basis of one year of experience for thirty semester hours of college.

Assists in responding to electronic commerce from the departmental web page.
Researches and assists in writing news releases.
Contacts media representatives to inform them of special agency events.
Assists in coordinating publicity for agency events; sets up displays, gives tours and audio-visual presentations.
Researches and assists in writing materials for and participates in the layout of informational materials such as newsletters, bulletins, pamphlets, directories, brochures, billboards, fact sheets, and posters.
