The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Compliance Manager with the Workforce Development Administration (WDA). This position is responsible for leading the work of considerable difficulty in the planning, compliance, and implementation of Department of Labor (DOL) programs throughout the State. This position will track, monitor, and analyze program performance and compliance, adherence to state and federal regulations, identification of gaps, trends, and best practices, and provide analytical and problem-solving support to operational teams within the Administration. This position will manage staff doing similar work and will be required to utilize a business methodology that drives continuous improvement.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Monitor for the efficiency, effectiveness, and productivity of programs and various initiatives.
• Review and analyze outcomes from statistical data gathering to ensure protocols are followed and outcomes identified are corroborated with established sampling techniques and supportive data related to program administration and evaluations.
• Perform highly complex analytical work by conducting assessments of team outcomes. Identify trends, communicating results and recommendations to ensure compliance with program requirements based on federal and state law and policy.
• Provide guidance, coaching, counsel, and instruction to subordinate staff on both technical and administrative matters that are not otherwise resolved.
• Be directly responsible for the correct application and interpretation of program requirements contained in Policy, Statute and Rule, facilitate work group sessions, and develop streamlined standards of work and procedures to increase and improve outcomes.
• Prepare written documents, reports, and assist in State Plan development. Respond to various correspondence from Executive Management, External/Internal organizations, Federal and State Partners and individual Managers/Administrators.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of leadership and management practices, sufficient to guide and direct subordinate staff.
• Skill in monitoring or compliance reviews and development of result/response communication.
• Skill in oral and written communication necessary to develop presentation material, public speaking, and communication with Federal & State partners.
• Ability to lead staff in the execution of responsibilities.
• Ability to establish priorities for the completion of work in accordance with sound time-management methodology; Ability to work independently.

Selective Preference(s):

The ideal candidate for this position will have:
• Bachelor's degree in public or business administration or related field and 2 years experience in Federal or State monitoring/compliance and 7 years experience in Federal or State monitoring may substitute for education.

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

• This position will require a current, valid Arizona Driver’s License. This position requires driving or the use of a vehicle as an essential function of the job to conduct State business; therefore, the following requirements apply: Driver's License Requirements.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
