The Alaska Commission on Postsecondary Education (ACPE) is recruiting for a self-motivated, performance-driven individual to serve as a Quality Assurance (QA) Analyst in our Juneau office. The person selected for this position will be the key resource helping ACPE develop, implement and maintain a third-party oversight and risk management program. This individual will contribute to the implementation of tools and automation to support effective management and oversight of third-party partners who perform loan origination, servicing and collection activities for ACPE’s state and federal education loan programs. Additionally, this person will assist with other QA responsibilities including project management and support, program compliance, and privacy and security initiatives.
 
Collaborating, building influence in cross-functional partnerships, and developing stakeholder relationships across the organization and with third-party providers is an essential part of this role. ACPE is the State's postsecondary education agency, promoting access to, and success in, education and career training after high school. Our Juneau office is conveniently located in the Vintage Business Park area of Mendenhall Valley, close to the bus line, with plenty of available parking. Positions with the Commission are eligible for all State of Alaska health care, leave and retirement benefits.
As a member of the Quality Assurance team, the successful candidate will consult and collaborate with business partners to ensure timely execution of third-party risk management activities and evaluate the adequacy, effectiveness and execution of program controls; recommending improvements or enhancements in alignment with internal strategies, contract terms, standard security frameworks and regulatory guidance.
This individual will also assist with other QA responsibilities including: agency wide deployment of Lean initiatives, maintaining the agency's internal documentation repository and other SharePoint resources, working with agency staff to develop understandable, up-to-date online communications, reviewing documentation for compliance with state and federal law, and developing and delivering staff training.
Knowledge of:
  • ACPE's services (http://acpe.alaska.gov), as well as an interest in promoting access to continuing education and training.
  • Third-party oversight and risk management, privacy and security standards and contract concepts.
  • Effective and efficient business and project management practices and strategies.
  • Statutes, regulations, policies and procedures governing the federal Title IV and the Alaska state loan programs.
  • Advanced level technical writing and oral communication.
 Skill in:
  • Analyzing and breaking down complex processes and making recommendations that improve efficiency, effectiveness and reducing agency risk.
  • Identifying the presence/absence of internal controls, and evaluating their effectiveness.
  • Effective and sensitive communications, both written and oral, including written summaries and analyses of complex materials.
  • Problem identification and resolution.
  • Prioritizing, persuasion, negotiation, and discretion.
  • Advanced level technical writing and oral communication.

Minimum Qualifications

Baccalaureate degree (from an accredited institution) and two years of technical writing, training, or related experience. Experience in higher education or financial aid/consumer lending is preferred.
Applicants may substitute additional years of experience for up to two years of college education. Applicants with ACPE-specific experience may substitute that experience for all four years of education.

If you have not obtained a degree, please indicate the number of credit hours earned in the Degrees Obtained field.

Education completed in foreign colleges or universities may be used to meet the above requirements, if applicable. If utilizing this education you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. state university reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the state university. It is your responsibility to provide such evidence when applying.

This position is in the exempt service; therefore, it is not covered by the terms of a collective bargaining agreement. As a result, ACPE may choose to fill this position as soon as a qualified applicant is identified. While ACPE is in the Department of Education and Early Development for administrative support services only, the Commission and its staff are not subject to the direction of the Commissioner of Education and Early Development nor the State Board of Education. Applicants who have any type of educational loan with the Commission must be current in payments to be considered for employment. A routine background check will be conducted on those applicants interviewed and under serious consideration for the position.
