Overview

As a Construction Manager with StarPoint Properties, you will act as the Owner's representative and manage all activities associated with construction projects. The Construction Manager’s role is an integral part of all stages of a project from Development phase through project completion.

Responsibilities

  • As part of the Acquisitions Department, the Construction Manager will be invited to lend assistance and provide feedback on site selection providing construction input, including logistics, schedule and budget.
  • Will build and manage Master Schedule for assigned projects, including key internal milestones, department meetings, OAC meetings, updating projected dates and keeping the project on schedule.
  • Will build and manage Master Budget for assigned projects.
  • Solicit and review general contractor estimates ranging from conceptual to competitive bids, including unit costing.
  • Lead GC selection, bid review, contract negotiation (GMP, Design-Build, etc.), and GC on-boarding
  • Manage contractors in value engineering while maintaining profitability
  • Establish a competitive general, subcontractor and CM vendor list.
    • Solicit, obtain and analyze bids from general contractors
    • Analyze bids from sub-contractors and material vendors, including bid instructions
  • Manage GC project buy outs with subcontractors
  • Review and approve change orders to appropriate parties
  • Oversee and manage GC and Architect on all plan changes with updates to appropriate Managers, and Leasing Agents
  • Manage and track pricing changes/increases, gather, and organize necessary information to produce cost and schedule changes to the tenant and/or Property Managers
  • Review and update contract amount and change request / change order logs, request for information documents, document distribution maintenance of incoming/outgoing information to correct destination.
    • Create, manage, RFI process and logs
  • Interface with clients, lenders (and their representatives), designers/architects, general contractors, subcontractors, management & leasing, maintaining clear communication
  • Manage construction loan draws and lender communication
  • Prepare monthly updates and project status reports for Ownership
  • Visit job site regularly to confirm project status, troubleshoot as necessary and minimize potential delays.
  • Examine the contract drawings, specifications and addenda for design deficiencies, impractical details, utilities, logistics and possible code violations, and to bring these to the attention of the team.
  • Review and approve the Construction Program with the team including quality control procedures, safety and security practices, field office location and layout, temporary utilities, staging areas, equipment and manpower
  • Oversight of GC’s management of subcontractors ensuring:
    • that each subcontractor has completed their contractual requirements as condition precedent to beginning work at the job-site (This includes a Certificate of Insurance, a fully executed Subcontract, a Schedule of Values, Quality Control, and a Safety Program)
    • subcontractor requests for information and/or preparation of approved change orders as necessary are reviewed and timely.
    • subcontractor performance for compliance to schedule, budget, technical specifications, and legal requirements are monitored.
    • subcontractor invoices are verified against Master Plan and accurate execution is approved
  • Coordinate with GC to obtain all required permits or licenses and ensure all safety notices are properly displayed
  • Coordinate and cooperate with the activities of the inspection agencies, and to effect remedial actions indicated by the reports of these agencies
  • Monitor and review construction progress. Attend progress meetings and assist in preparing reports on project status.
  • Communicate and implement safety rules, policies, and procedures in support of StarPoint’s safety vision and goals to contractors and subordinate personnel.
  • Create and implement Construction Management best practices for all Starpoint projects
  • Other duties may be assigned

Qualifications

  • Construction Management related Bachelor’s Degree preferred or degree and mix of relevant work experience
  • 5 years in construction management, 3 of which as a manager.
  • Required Cal-OSHA/OSHA 30 training certification
  • Ability to read plans
  • Ability to estimate and perform cost analysis.
  • Software- Excel, Word, Outlook, M.S. Project or other scheduling software
  • Ability to read, analyze and interpret architectural and engineering drawings and specifications
  • Design/Build capabilities for Fire and Life Safety including general building code knowledge
  • Technical aptitude and attention to detail
  • Ability to multi-task and prioritize, to accommodate bid deadlines
