POSITION: Director
Information Technology Department
SALARY RANGE: (Negotiable) Annual & Sick Leave
OPENING DATE: February 02, 2023 CLOSING DATE: February 23, 2023
SCOPE OF POSITION: Standing Rock Sioux Tribe (SRST) Information Technology Director will be responsible for the administration and management of the SRST computer information systems, network and information technology operations and provide technology guidance to accomplish SRST overall business objective. In addition will oversee the management and development of department staff.
SUPERVISION:
The Director will work under the supervision of the Executive Director, who will provide guidance, direction and conduct performance evaluations.
DUTIES AND RESPONSIBILITIES:
1. Develops and implements policies and procedures as needed to meet regulatory guidelines and/or customer needs.
2. Design and manage a strong service organization including retaining staff, developing staff and restructuring where necessary.
3. Perform and maintain backups for existing SQL Databases and Access Databases on daily basis.
4. Plan, coordinate, implement, oversee and administer surveillance systems, including need hardware, develop, and implements policies and procedures, perform data backups and store them up to 30 days for each cam.
5. Review and approve major contracts for computing and information technology services and equipment.
6. Oversee archives and records management, project management, business analysis and external vendor services.
7. Oversee the development and implementation of new applications and changes to existing computer systems and software packages.
8. Develop bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with state requirements and makes the appropriate award.
9. Develop and implement all IT policy and procedures, including those for architecture, security, and disaster recovery, standards, purchasing and service provision.
10. Oversee negotiation, and administration of vendor, outsourcer, and consultant contracts and service agreements.
11. Oversee IT service and support for end-users in the Tribal Headquarters including surrounding tribal buildings and offices.
12. Maintain and administer the VMWare environment, incl. VMEEAM backup, incl. Disk expansion, image backups.
13. Developing and maintain UIC and databases created in .NET
14. Administer the VoIP Software for SRST organization.
15. Maintain and administer added software purchased by SRST.
16. Coordinate internal resources and third parties/vendors for the flawless execution of projects.
17. Establish and maintain relationships with third parties/vendors.
18. Manage changes to the project scope, project schedule and project cost using appropriate verification techniques for all information technology infrastructures.
19. Ensure that all projects are delivered on time, within scope and within budget.
20. Implement and administer Firewalls, Cylance, and Antivirus, Email (mime cast).
QUALIFICATIONS:
1. Bachelor’s degree in Computer Science, Business Administration or related discipline desired with documented five (5) years of combined experience in core IT (application development, enterprise applications, technical support, telecommunications, network and system administration) and working knowledge of the principles and practices of effective management and supervision.
2. Strong understanding of key components of information technology methodology.
3. Knowledge of operating systems; current equipment and technologies in use; system administration, enterprise backup and recovery procedures and system performance monitoring tools.
4. Current technical knowledge of current network and PC operating systems, hardware, protocols, and standards, including Windows 10,11 and Windows 2012 R2 Server.
5. Pass appropriate background check.
6. Valid driver’s license and meet insurability requirements.
POSITION REQUIREMENTS:
1. Demonstrate expertise of systems design and development from business requirements analysis through day-to-day management.
2. Demonstrate programming and scripting skills (.NET, VBA, SQL, html) as required.
3. Demonstrate working knowledge with Active Directory and Group policies.
4. Demonstrate effective skills with MS SQL Server 2012 Standard and 2019 Express version
5. Demonstrate expertise in MS Exchange Server 2019 and VMWare.
6. Demonstrate solid work ethic, and organizational skills with special attention to detail and ability to operate under pressure.
7. Ability to administer and maintain preferred (Terminal 2011 Server via RDP, Xerox Printer configuration)
8. Ability to effectively manage and supervise Department Staff
9. Ability to travel for all information technology trainings.
10. Ability to adhere to Tribal Personnel & Procedures Policy and Code of Ethics including demonstrating a high moral character and integrity.
