Under the direction and guidance of the Senior Director of Infrastructure, this position serves as primary advisor on computer technology, its integration into existing and new programs, and its application to improve organizational efficiency, integrate with regulatory and funding entities, and provide appropriate access for clients. Leads the development of the agency’s technology vision to incorporate technology as an integral part of service delivery.
All work is performed within a systems-based framework. Work is performed collaboratively with and in support of other services offered by St. Joseph's Villa. Performs all work safely, in accordance with the highest professional ethical standards, and in alignment with St. Joseph’s Villa mission, values, and guiding principles.
Directs the performance of all work in the office. Hires, develops, motivates, disciplines, evaluates, and trains staff. Recommends termination of staff when necessary. Develops and/or organizes the daily activities, work flow, and work processes. Evaluates effectiveness of the office on a regular basis.
Assist with and implements the agency’s technology vision through the Strategic Plan and Risk Management Plan in collaboration with leadership staff and other consultants. Informs leadership and employees on future plans, implementation strategies, and progress toward goals.
Provides oversight of agency network infrastructure to include physical and virtual servers, cloud-based technologies, switching and cabling backbone, WIFI Systems, Microsoft365/SharePoint environment, security systems, including firewalls and spam controls, VOIP phone system, managed print services, backup and recovery, and remote site connectivity.
Oversees all client-related database systems including data warehouse. Work with vendors to assure data integrity, and with users to assure data input quality. Work with vendors to adjust system functionality to best meet Villa needs. Utilize SSRS to create basic reporting as requested by users.
Partner with Villa offices and services to identify, evaluate and implement new software solutions.
Assure emergency communication systems remain fully operational at all times. Recommend enhancements to those systems.
Ensures integrity of computer systems to safeguard client information and confidential or proprietary information from release to unauthorized individuals. Maintains all medical or clinical information retained in the agency’s databases in a manner that complies with requirements of regulatory, licensing, and accrediting bodies and with Health Information Portability and Privacy Act (HIPPA).
Provides input into annual budgeting process to insure technology needs are adequately considered and funded. Revises implementation plans, including access to funding or equipment from alternate sources, based upon budgeted funds.
Collaborates with internal resources, including grants and development personnel and leadership, and external entities to acquire resources needed to implement the agency’s technology strategy.
Oversees all technology expenditures in the agency. Opens negotiation process with vendors to acquire needed resources. Reviews proposed software and hardware purchases and donations to ensure compatibility with existing systems and future plans. Ensures software and hardware licensing requirements are met. Approves any proposal for purchase, utilization, or location of computer hardware or software.
Recommends, develops and monitors agency policies and procedures for the use of computer technology.
Provides technical assistance and support in the development of new or expanded services as well as relocation of services and offices.
Maintains collaborative relationships with other agencies providing similar services to ensure best practices are implemented.
Evaluates work processes and methods; staffing levels, qualifications and training needs; and tools, equipment, and physical resources and submits recommendations to leadership for continuous quality improvement.
Assumes responsibility for own professional development including meeting all mandated standards and staying abreast of developments within the field.
Ensures that staff receives training to meet mandated standards, that develops their professional abilities, and that prepares them for advancement opportunities.
Assumes I.T. on-call responsibility.
Performs other duties as assigned.
BS/BA degree with 5 years directly related experience in designing and managing local and wide area networks, database systems, wide variety of business and non-profit software products, educational software, etc. Experience in an educational environment is preferred. Excellent verbal and written communication skills.
