INTRODUCTION:

Under the general supervision of the Lead Communications position, Communication Operators duties include: being responsible and handling all incoming communications via telephone, radio, and in person. They are also responsible for recording and documenting such communications and resultant dispatches. They are responsible for the maintenance of records and various legal documents as well as the performance of various clerical duties. Duties may include compilation of statistics, creation of reports, reporting, filing, and indexing. Work involves the use of office machines and equipment, including radio, audio video, computer terminals, typewriters, and standard office machines often times simultaneously.

MAJOR DUTIES AND RESPONSIBILITIES:

  • The incumbent must be able to carry out instructions;
  • Interpret a variety of instructions in written, oral, picture, or schedule form; understand, interpret and apply laws, rules, or regulations to specific situations;
  • Add, subtract, multiply, and divide whole numbers;
  • Prepare routine correspondence; prepare accurate documentation; compile and prepare reports;
  • Respond to routine inquiries from public and/or officials; communicate effectively;
  • Maintain records according to established procedures;
  • Handle sensitive or technical inquiries from contacts with officials and general public;
  • Develop and maintain effective working relationships; operate clerical equipment;
  • Operate a two-way radio to receive and transmit messages;
  • Receives and transmits emergency and non-emergency calls and logs all phone calls and radio transmissions.
  • Logs tickets, warrants, summons, dispositions, etc. into docket book and computer.
  • Dispatch and direct emergency personnel, consider call priority, availability and the number and types of personnel needed.
  • Solicit informational responses, coordinate and communicate responses and monitor on-going activities as received by field units.
  • Assist in providing on-the-job training for new Operators and other departmental personnel designated for training.
  • Exercise discretion in a manner consistent with Departmental Policy, Procedures and Information Privacy.
  • Accountability for compliance with departmental policy and procedures, orders, and directives.
  • Understand and operate within judicial processes and jurisdictional limitations.
  • Ensure workplace safety.
  • The incumbent must be able to perform: data entry; word processing; computer operation and other forms of modern department equipment.
  • Coordinates police business with other departments and jurisdictions.
  • Perform all duties in a professional manner.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Must have a working knowledge of the layout of the Spokane Indian Reservation
  • Knowledge of good spoken and written English
  • Basic knowledge of (or trainable in) radio procedures
  • Basic knowledge of (or trainable in) departmental policies, practices and standard operating procedures
  • Knowledge and utilization of appropriate resources and the willingness to initiate use of available resources.
  • Have knowledge of Crime Reporting Information System (CRIS) or similar systems, Knowledge of Privacy Act for the purpose of confidentiality.
  • Must have the ability to remain calm and perform under highly stressful situations.
  • Ability to receive and relay information in a rapid and precise manner.
  • Knowledge of computer operation and professional level typing skills.
  • Ability to prepare and maintain records and reports.
  • Ability to effectively work and communicate with coworkers, the general public and public officials.

MINIMUM REQUIREMENTS:

  • High School Diploma or equivalent.
  • Valid Washington State driver's license, have a good driving record
  • Must be able to effectively speak and write/type clearly in English.
  • Must be able to hear normal spoken conversational speech and phone conversation.
  • Must be able to see clearly at close distance and on computer monitors.
  • Must pass a pre-employment drug screen test and random drug testing thereafter.
  • Computer experience required, with the ability to use required software; MS Word, Excel and Computer aided dispatching systems.

OTHER:

  • Willingness to work rotational shifts.
  • Willingness to attend any and all additional training as required by the position.
  • Incumbent must pass required training and then be subject to probationary period. This training may require travel out of the area for up to two-weeks.
  • Must be free of any domestic violence or felony convictions.
  • Must be free of any misdemeanor convictions for the past 5 years.
  • Must have a telephone for on-call status.

All Communications Operators and Lead Dispatchers 90 day probationary period will begin once required training is completed.
