WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Master Contract (for a minimum of 6 months) submitting applications between 9/26/22 and 9/30/22. First consideration will be given to applicants working in Planning in a position covered by the 1553 Collective Bargaining Agreement (CBA); second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to applicants covered by the Master Contract CBA; fourth consideration will be given to all other applicants.
Assists in the coordination and oversight of administrative and legislative actions involving multijurisdictional coordination. Under supervision, represents the Department before regional bodies, elected officials and other commissions and committees. As directed, Serves as Department representative in planning/permitting activities that may be controversial and politically charged.
Participates in the review of current planning/permitting activities related to land subdivisions, residential and commercial permits, variances, urban design, concurrency for facilities and services, conditional uses, critical areas, transportation, shorelines and interlocal agreements.
Develops methods, and directs and participates in the compilation and analysis of planning data and research related to the development of the County’s Comprehensive Plan to include population, economic and land use trends, housing conditions, etc.
Provides staff support for the development and implementation of capital facilities plans including transportation, water and sewer utilities, parks, schools and other services and facilities.
Administers the State Environmental Policy Act as it relates to planning, including assisting in the design and authoring environmental determinations with associated mitigation measures. Assists in amending the County’s environmental and other ordinances as necessary.
Implements and coordinates field and office enforcement program activities for the unincorporated geographic areas of the County.
Conducts project and complaint site inspections related to land use and development; performs all necessary site inspections, paperwork, correspondence, etc., to bring alleged violations into compliance with County codes and ordinances.
Provides education and assistance to citizens and organizations enabling them to understand the activities and processes involved with land use development and the County’s development and enforcement processes.
Attends, as required, pre-construction or other pre-development conferences.
Collaborates in the interpretation of land use/development codes and ordinances in the implementation of related inspection and enforcement programs.
Investigates and gathers evidence of violations, prepares information and affidavits of probable cause for referral of cases to the Prosecuting Attorney’s Office, for violations of laws and regulations related to land use and development.
Provides staff support related to the Countywide Planning Policies and the Comprehensive Plan to the Steering Committee of Elected Officials, and Planning Commission including amendments, interlocal agreements and staffing duties.
Assists in the implementation of regional planning programs related to the Growth Management Act including urban growth area updates, land quantity and population capacity analysis, level of service analysis, environmental studies, and comprehensive plan amendments
Performs other related duties as required.
Bachelors Degree in Planning or related field and one year experience. A Master’s degree in a related field may substitute for the one year experience. –OR-
Any combination of equivalent training and experience in a position requiring the individual to perform technical planning support duties, i.e., information gathering and reporting writing.
LICENSE: A valid State of Washington driver’s license may be required.
