SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS is Hiring a Remote Human Resources Analyst I (Limited-Term)

Join our organization in this new limited-term role! This position offers an opportunity for an entry-level Human Resources professional to be at the forefront of innovative Human Resources practices through supporting SCAG’s talent management strategy and operational needs.
 
 In this role, the Human Resources Analyst I will support strategic talent management goals and core talent programs for the agency. The incumbent will serve as a recruitment subject matter expert and must be able to design, develop, and conduct innovative recruitment campaigns to source highly qualified, diverse candidates for all types and levels of positions, while ensuring operational excellence and equitable hiring process through all stages of the recruitment. The incumbent will also be expected to become a trusted resource among employees and management. Serving as a strategic resource to the agency, the Human Resources Division consists of three business units dedicated to supporting approximately 200 employees. The Human Resources Division champions SCAG’s culture and is committed to fostering an equitable and empowering candidate and employee experience. This position reports into the Talent Culture business unit, which is responsible for overseeing SCAG’s Talent Acquisition efforts.

OUR LOCATION
SCAG headquarters is located in the hub of busy downtown Los Angeles, at Figueroa and 7th streets. SCAG has recently relocated to the 900 Wilshire Building, a new, multi-use hotel and office complex that features state of the art architecture and technology. The downtown area has expanded with LA Live, new restaurants, music, sports, shopping, libraries, museums and theaters. SCAG is in a culturally diverse area near Koreatown, Little Tokyo, Chinatown, Olvera Street and Grand Central Market. Southern California boasts near-perfect weather and close proximity to mountains, beaches and deserts, which encourages physical fitness and year-round activities.
 
For ease of commuting, the LA office is located across the street from the Metro Red Line 7th St. station and is easily accessible by commuter trains and buses serving surrounding areas. Metro's light rail and subway connect downtown LA to Hollywood, Universal City, Santa Monica, Pasadena, Azusa, Long Beach and many vibrant and up-and-coming neighborhoods.
  • Lead full life-cycle recruitments by developing innovative strategies to source, identify, and engage highly qualified and diverse candidates for a wide range of positions
  • Develop and execute recruitments with identified key deliverables and timelines; monitor progress and hold hiring teams accountable for deadlines, while anticipating needs and proactively recommending solutions
  • Serve as a recruitment subject matter expert to the Human Resources team, hiring managers, and leaders on integrating inclusive and equitable hiring practices into our recruiting operations
  • Develop selection assessments that ensure validity, reliability, and compliance with Federal and State laws to deliver key talent initiatives aligned with business needs
  • Support the development of recruitment metrics and reports
  • Participate in the development and implementation of new or revised human resources programs, systems, procedures, and methods of operation
  • Collaborate with internal communications staff to support employment branding efforts and produce Human Resources communication aligned with the agency’s communication needs
  • Support outreach, prospective candidate engagement, and talent attraction efforts to position SCAG as a choice employer
  • Remain current on all relevant hiring regulations, laws, procedures and administration as well as in the field of public sector human resources administration with special attention to California requirements
  • Assist and provide analytical level support other functional areas of Human Resources as needed, such as Organizational Development, Performance Management, and Learning and Development
  • Perform other duties as assigned
Any combination of training, education, and experience that would provide the required skills, knowledge, and abilities may be considered.
 
A typical way to obtain the required qualifications would be with a bachelor’s degree in a relevant field.

  • Experience proactively building talent pipelines of underrepresented individuals
  • Strong interpersonal skills with the ability to establish trust and maintain collaborative and effective working relationships internally with SCAG staff and management across all departments
  • Strong analytical skills to provide meaningful recommendations related to process improvement and workflow
  • Experience utilizing an applicant tracking system (ATS) 
  • The ability to effectively communicate to convey clear and succinct messages that are targeted to the needs of the audience, both in written form and verbally 
  • Sound judgment and excellent communication, organizational, and interpersonal skills
  • Knowledge of principles, practices, and techniques of human resources administration, including recruitment and selection, learning and development, classification, compensation, and/or benefits administration; project management principles and concepts; applicable employment laws including federal, state, and local
