Overview/ Job Responsibilities

As a Master Scheduler supporting the Army at Camp Smith, HI you will be part of a team that accomplishes the following:

• Collect project-scheduling artifacts for Guam, Tinian, Darwin, and MCBH projects for use in creating a consolidated program-level C4/IT Integrated Master Schedule (IMS)
• Develop & maintain a program-level C4/IT IMS in MS Project that includes all annual/fiscal, administrative, program, and project battle rhythm events, schedules, processes, and milestones for Guam, Tinian, Darwin, and MCBH projects in accordance with DPRI and Indo-Pac direction.
• Use industry standard practices and schedule analytical/program risk tools to assemble data, determine logic framework, and develop the structure of the IMS such that:
  • (a) it is manageable and sustainable within the evolving environment of the program and
  • (b) analyzes, integrates and formats cost/schedule information. T
• Use scheduling software that is compatible with Microsoft’s Project Server application, version 2016 or higher
• Update and submit schedules weekly (CDRL A008)
• Create and maintain high-visibility, operations-level timeline from the Program IMS with discrete milestones, events, and activities, as defined by the C4/IT Program Manager (CDRL A008)
• Perform Critical Path Analyses to identify dependencies, gaps, and schedule risks within the IMSs to:
  • (a) assist in the definition, articulation, and workable solutions to problems and
  • (b) to communicate issues and resolutions to program management.
• Collect and integrate multiple processes.
• Lead working groups to develop solutions to schedule deficiencies
• Interact with and provide direct support to Project Liaisons and Program Management
• Prepare timelines and scheduling data (30/60/90 day look-ahead) metrics and explanations of data in support of the program management team
• Assist the Government in providing Quality Assurance (QA) assessment on project scheduling artifacts to ensure compliance by C4/IT executing agents

Minimum Qualifications

• Current Secret Clearance
• Master’s Degree from accredited institution in related field OR five (5) years experience
• Proficient in applying principles of project management to developing large, complex schedules
• Experience maintaining several schedules at any given time for various projects in various stages
• Experience working closely with a Project Management Office (PMO) to contribute to processes for continuous improvement
• Experience establishing Work Breakdown Structures (WBS) and baseline schedules with task networking, resource loading and leveling, schedule status, performance tracking, andcritical path reporting and analysis
• Proficient in Project Management methodologies and industry best practices
• Two (2) years’ experience supporting the Guam Military Buildup Program or other DoD design or installation projects.
