Job Description

We have a Contract assignment available with our client in Harrisburg, PA.

Position: Application Support Engineer

Location: Harrisburg, PA

Duration: 6 Months

OBJECTIVES OF ENGAGEMENT

The primary objectives of this engagement are to provide help desk support for users, staff, systems, processes, and quality assurance support associated with the Pennsylvania Department of Health (PADOH), PA National Electronic Disease Surveillance System (PA-NEDSS), PA Electronic Laboratory Reporting (PA-ELR) system), PA Laboratory Certification Application, and the Pennsylvania Laboratory Information Management System (PALIMS).

- Provides level 1 and level 2 help desk application support and application user account management.

- Conducts daily systems monitoring and analysis to maximize effectiveness and troubleshoot problems.

- Confers with various technical teams and customer representatives to ensure solutions conform to customer and technical support specifications.

- Creates and maintain technical process and training documentation as needed.

- Ensures deliverable compliance with all Commonwealth and HHSDC standards and procedures.

- Participates as needed in various technical sessions and meetings, including daily Triage and weekly CCB.

- Participates in application release testing efforts as needed.

- Maintains technical skills and knowledge required to support NEDSS systems.

- Completes weekly timesheet reporting in in Vector VMS by COB Friday.

- Provides status reporting conforming to intervals and standards mandated by the NEDSS Helpdesk Lead.

In addition, specific work items for the contractor are:

- Works as directed by the help desk lead to provide ongoing level one and two support for PA-NEDSS, evaluating requests, troubleshooting application and user account issues, creating work tickets as appropriate, and following through with users to ensure issue resolution.

- Monitors the NEDSS help desk resource email accounts for incoming PA-NEDSS service requests and issues, evaluates email requests and takes appropriate action to resolve or reassign work tickets as appropriate.

- Answers incoming calls to the NEDSS help desk from the support phone number.

- Monitors ServiceNow for tickets assigned to the DH_NEDSS group, evaluating requests, troubleshooting issues, and reassigning work requests as appropriate.

- Creates tickets in Azure DevOps where appropriate based on requests received.

- Assists in the development of user documentation, training materials and help desk support processes alongside the help desk lead to ensure a smooth and effective application support workflow.

- Provides help with application training and the NEDSS annual security clearance training process.

- Manages NEDSS accounts for users and organizations to include creation, modification and disabling of accounts using account-related tools such as NEDSS Application Administration Utility and the Active Directory Users and Computers tool.

- Serves as backup for help desk lead for composing and sending mass email communications to PA-NEDSS users for application outages and emergency maintenance.

- Performs an active role in the workflow problem resolution and system functional testing of the PA-NEDSS/PA-ELR/PALIMS applications and related system components.

- Participates in the efforts of the PA-NEDSS/PA-ELR/PALIMS Application Development and Operations Support Team. The team consists of Developers, Business Analysts, and Information Technology Generalists, responsible for programming, supporting, and testing the PA-NEDSS/PA-ELR/PALIMS applications and interfaces, and interoperability with the hardware and database specifications of the project.

- Performs other related duties and special projects as assigned. The purpose and standards will be given at the time of each assignment.

EXPERIENCE/BACKGROUND

- Minimum of 5 years’ experience in application support, help desk and account management practices

- Healthcare industry preferred (focus on health information technology)

- State, Federal, and Local government experience preferred

- Bachelor’s degree with a major in a relevant field preferred
