Program Assistant / Medical Office Admin

San Diego Youth Services seeks a Program Assistant for our Our Safe Place Program (OSP) program to be based at our Uptown Youth Center. This is a part-time, hybrid & non-exempt position reporting to the OSP Program Manager.

San Diego Youth Services has helped improve the lives of more than 780,000 homeless, runaway and vulnerable youth since its beginning in 1970. We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing to more than 28,000 youth every year at 100 community and school locations. Through prevention, early intervention and treatment, we also help youth before they need higher levels of care or become homeless.

We aim to:

  1. Meet the basic needs of youth. Hunger, poverty and youth homelessness are on the rise for many youth and their families today. We help meet these basic needs for youth. What could be more vital than food and shelter? We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing.
  2. Create positive connection. We help youth focus on positive life changes and healthy relationships as part of providing needed resources and services. San Diego Youth Services has long provided foster homes and adoption support services for families considering adopting a youth in the foster care system.
  3. Help youth develop life skills. In addition to a range of safe and stable housing options, we offer support to help youth develop the independent living skills necessary to become self-sufficient and keep off the streets.
  4. Promote overall health and well-being. Early intervention and care for the whole child are critical. We provide a broad continuum of services to help youth overcome trauma and challenges that put them at risk, including case management, counseling, mental health treatment and educational support and resources.

SDYS has a staff of approximately 215 employees and 80 volunteers working across San Diego County and an annual budget of approximately $22 million.

PROGRAM DESCRIPTION HIRING FOR

Our Safe Place Provides very necessary mental health services and drop-in centers for LGBTQ youth up to age 21 and their families.

CONTEXT OF THE POSITION

Accountable to Program Manager for administrative functions of the Clinic and Drop-in Center to include medical records management, training, billing and quality management.

Essential functions include:

  • The development, implementation, and evaluation of an integrated treatment approach for youth with co-occurring psychiatric and substance disorders and quality trauma informed youth programs that adhere to and uphold the rigorous standards of San Diego Youth Services as mandated by its mission, purpose, guiding principles and standards of quality.
  • Develop and maintain component services in compliance with funding requirements and ensure quality control of data collection and services. This includes design, maintenance, and evaluation of contract reporting system, timely submission of monthly and quarterly contract and agency reports to Program Manager, and participation in contractor monitoring visits. Provide timely and necessary reports and statistics to funding sources.
  • Ensure that all staff understand his/her respective roles and act as a supervisory support when necessary including paperwork completion, meeting deadlines, and documentation is up to County standards.
  • Provide personnel coordination to include orientation, training, development, scheduling, staff recognition, and provide input toward evaluation of core staff, interns, and volunteers.
  • Responsible for all data entry into medical records management systems and compiling of health information in coordination with and as assigned by Program Managers. Complete status reports and monthly billing reports.
  • Develop and update as necessary medical records management databases in Microsoft Access and Excel applications. Maintain an access log of service partners seeking services and their disposition.
  • Bill primary and secondary insurance and post payments and denials.
  • Cross check service billing with documentation in medical records. Verify services are accurately coded.
  • Analysis of billing trends and problems and ability to abstractly reason to solve problems as they occur.
  • Provide general administrative support. Attend, coordinate, and document staff meeting.
  • Provide direct services as necessary including community outreach, accepting referrals, and developing a safe, welcoming environment for youth.
  • Determine service partners’ health coverage and program eligibility.
  • Accurately gather service partner’s financial information and determine yearly deductible.
  • Maintain a chart organization for hybrid charts and oversee clerical volunteers as needed.
  • Evaluate contents of medical records technical completeness, accuracy and compliance of medical record.
  • Process requests for release of medical, personal or other information pertaining to clients or patients.
  • Assist Program Manager in monitoring the Budget, purchasing, inventory, management, and documentation of facility spending.
  • Assist Program Manager in recruiting, hiring, training, scheduling, supervision, and evaluating staff.
  • Assist Program Manager in screening, assessment, transition intake, treatment coordination, and administration discharge of youth.
  • Establish and maintain linkage relationships with agencies, organizations, civic and community groups.
  • Assist in the coordination of the Subcontracts and their Drop-in Centers.
  • Monitor expenses and submit appropriate expenditure forms to Program Manager. Work with Program Manager to ensure component compliance with program budget.

PREFERRED PROFESSIONAL EXPERIENCE AND QUALIFICATIONS

  • 2 years of medical records management. Working knowledge of various health coverage plans and funding sources.
  • Professional written and verbal communication skills.
  • Bookkeeping, record keeping, data collection and contract compliance abilities.
  • Preferred: Experience working with social services and LGBTQ youth programming; Bi-lingual; Experience working with Cerner and Medi-Cal billing. Knowledge of Microsoft programs including Excel, Word, and Access.
  • Trained and committed to cultural awareness.
  • Must be able to pass clearance for working with minors.
  • Able to remain personable and organized.
  • Must be able to obtain and maintain CPR and First Aid certification.

Salary: 19.50 – 25.26 an hour
