Duties and Responsibilities:
- Manage/coordinate strategic planning, technology administration and preventive maintenance to ensure security, reliability and availability of network and other IT resources.
- Participate as a member of the management team to formulate and implement policies and plans to meet the Clinic’s short- and long-term objectives.
- Develops and implements overall institutional strategic technology plan including database and web needs, network, systems development, hardware/software acquisition, desktop, and program integration efforts in coordination with Clinic business goals and strategic plans.
- Manages the IT Desktop Support Specialists to ensure maintenance and support of desktop computers, printers, and peripheral equipment at all Clinic sites.
- Develops, implements, and enforces desktop and system standards, appropriate use of computer hardware and software, security, and privacy policies.
- Manages maintenance and support of the Clinic’s critical business systems, applications, servers, and network resources, ensuring reliability, availability, and performance to meet user needs.
- Develops and implements security and disaster planning activities; plans for and provides leadership during emergency situations and manages disaster recovery efforts.
- Manages information systems infrastructure reporting including hardware/software error volumes and response times; security breaches; back-ups and preventive maintenance; system availability; software error and enhancement requests, etc.
- Tracks and evaluates new standards, technologies, and trends, particularly among community clinics; recommends technology enhancements and develops implementation plans, especially when these will improve efficiency and/or reduce costs.
- Develops and manages Information Technology budgets and capital investments in close coordination with senior management; ensures expenditures comply with approved budgets; monitors and evaluates budget issues and recommends corrective action.
- Manages the purchase, installation, testing and deployment of hardware and software, recommending and budgeting for upgrades as needed.
- Manages contractual agreements with service/product providers; maintains effective working relationships with vendors to ensure the Clinic receives proper service in accordance with any agreements; controls associated costs.
- Participates as a member of the senior management team to strengthen organizational; promotes the clinic’s goals and philosophies to staff.
- As a senior manager, the incumbent is expected to assume responsibility for projects, both major and routine, outside of daily responsibilities.
Position Requirements:
- Bachelor’s degree or 10-15 years of equivalent work experience
- Familiarity with Network Operating Systems (Windows 2000/2003/2007, Novell, CISCO IOS, LINUX),Unified Communication Systems (to include E-mail, Audio, Video, IM, Document Management/Sharing), CISCO Routing/Switching, Remote Access Protocols, Web Building techniques, Office Suites Database Products (Access, SQL etc.), Accounting Packages & HR applications (MIP Fund Accounting, Paycom, etc.,) Reporting tools (Crystal Reports, Report Smith etc.), EHRS / EMR / PMS concepts
- Project management skills.
- Excellent analytical and management skills.
- A partnership mentality, with a high level of integrity.
- Knowledge of and ability to work competently with, an ethnically diverse staff and client population is essential.
- Excellent communication and interpersonal skills
- Current California driver’s license and State-required insurance when using personal vehicle on clinic business and a driving record acceptable to the organization and/or its insurance carrier.
