LOGISTICS & COMPLIANCE MANAGER
Professional Qualifications/Skills:

· MUST be US citizen and possess a Secret clearance;

  • Working knowledge of MS Office 2000 (e.g. Excel Access, Outlook etc.);
  • A Bachelor’s degree in business administration, public administration or financial management or 15 years logistics experience in the military or government sector;
  • Ten years of experience in national and international logistics operations;
  • Experience in the support of overseas logistics operations to include working with U.S. Embassy Staff and Host Country Representatives;
  • Experience with rules and regulations governing the movement and licensing of item under International Traffic in Arms Regulations (ITAR) and knowledge of the Federal Acquisition Regulations (FAR);
  • Experience regarding Department of State’s Blue Lantern Program and Department of Defense’s Golden Sentry Program;
  • Experience in traveling to different regions of the world to conduct End-Use Monitoring (EUM) inspections on ITAR-controlled equipment;
  • HAZMAT, Acquisitions Management, and ITAR training certifications required;
  • Experience in establishing Standard Operation Procedures for Logistics/ITAR/EUM programs;
  • Experience in program management with regards to warehouse operations;
  • Experience in the Department’s Integrated Logistics Management System (ILMS);
  • Experience in working and liaison with with Directorate of Defense Trade Control (DDTC) in export compliance issues regarding ITAR-controlled equipment

Major Duties

Procurement

  • Advises and informs Procurement Manager and ATA staff on all logistics matters;
  • Responsible for daily procurement and logistics operations to support DS/T/ATA programs: Crisis Response Team (CRT), Protection of National Leadership (PNL), Explosives Basic and Advanced Incident Countermeasure (EIC/AEIC), Post-Blast Investigation (PBI) and other designated programs;
  • Confers with vendors to obtain product and service information, pricing, availability and delivery dates;
  • Specializes in the procurement of foreign and domestic military weapons systems and components, ordnance and explosives;
  • Drafts purchase requests and requisitions; develops data input to request funds for purchases;
  • Maintains detailed oversight of all procurement of weapons, ammunition, police supplies, training aids and ordnance supplies and equipment purchased via open market from commercial venders and government agencies;
  • Establishes effective working relationship with DS CAP/Acquisitions; maintains positive relationships with venders and contractors;
  • Troubleshoots invoices with accounts payable and vendors.

EUM and ITAR

  • Determines scope and drafts SOPs for the End-Use Monitoring (EUM) program;
  • Performs equipment end-use inspection and inventorying (informally, "checks") in Partner Nations; such PN visits are conducted throughout the year in accordance with ATA- determined country priority;
  • Coordinates with the respective US Embassy to ensure PN compliance with end use checks;
  • Coordinates and arranges, when necessary, the performing of end-use checks by other ATA- sponsored personnel;
  • Maintains EUM technical orders and their amendments;
  • Drafts after action reports of end-use inspections; files all reports, and equipment logs in accordance with the EUM SOP and Department regulations;
  • Advises, through the TED chain of command, the ATA Director of inspection results and any irregularities; coordinates actions to resolve any issues and makes recommendations according to EUM regulations;
  • Develops a notional yearly budget of the End-Use Monitoring Program for planning purposes, showing travel schedule costs and intermittent contractor augmentation costs, both which would be allocated proportionally to bilateral accounts;
  • International Traffic in Arms (ITAR) Controlled Equipment
  • Liaises with Directorate Defense Trade Controls (DDTC) for ATA; coordinates the resolution of DDTC issues and advises, through the Procurement & Logistics Section Chief;
  • Advises through the Section Head to the ATA Director of material or significant inventory changes;
  • Prepares exemptions with DDTC for all ITAR exports; coordinates within P&L and Post in the respective Partner Nation to facilitate an orderly transfer of equipment in accordance with applicable laws and regulations;
  • Maintains ITAR-controlled equipment technical orders and their amendments;
  • Provides the ATA operational divisions with regular updates of new items on the ITAR list;
  • Offers language for TMD offer cables concerning equipment transfer requirements cleared through DDTC.
  • Donor Equipment Program
  • Develops for supervisory approval a standard operating procedure (SOP) for ATA's treatment of donor equipment;
  • Assists the Training Management Division (TMD) in the preparation of the donor equipment aspects of ATA's annual bilateral support proposals; participates in planning meetings to project Fiscal Year budgets and donor equipment procurement in support of ATA training;
  • Assists TDCs or PMs by providing an interface with the ATA-contracted warehouse in order to respond to their logistics-related inquiries;
  • Stays knowledgeable of the donor equipment list associated with each ATA course, the specialized equipment required for each, and the specifications and costs associated with each type of equipment and ensures the timely delivery of any equipment in conjunction with training course delivery;
  • Undertakes market research before donor equipment acquisitions for the TOO; drafts as directed or reviews justifications for sole-source requests; performs due diligence in researching possible use of other equipment/vendors;
  • Collects quotes for purchases of donor program equipment and prepares Support Request Forms (SRFs);
  • Manages the receipt of donated equipment provided to ATA by other entities and arranges for the trans-shipment of this donor equipment to Partner Nations as determined by TMD;
  • Drafts offer cables at the direction of the TMD PM who liaises with the PN that will receive a donor equipment package.
