General Statement of Duties

Under the direction of the Resident Services Manager, the ROSS Service Coordinator will be responsible for providing various case management services to PCC Public Housing properties. The ROSS Service Coordinator will assess residents' needs, situations, strengths, and support networks to determine their goals and develop mutually agreed-upon strategies and plans to improve their quality of life and path to self-sufficiency with the support of grant partners/stakeholders.

The ROSS Service Coordinator will be responsible for providing information and referral resources in the following areas: FSS (Family Self-Sufficiency) Program, parenting, child-care programs, after-school programs, family and youth counseling; job training/education; legal aid; drug and alcohol abuse; elder-care services; government entitlement programs. This position is grant-funded and will be in effect based on the terms of the grant and funding availability.

Essential Functions and Responsibilities

Monitors the delivery of services to residents.

  • Provides direct case management services to residents, which may be necessary to maintain a self-sufficient lifestyle. Responsible for interviewing, assessing, and classifying residents according to their case management needs criteria.
  • Research and refer residents to community resources. Meet with service providers as needed and appropriate.
  • Performs intake assessments and tracks resident's progress via database and filing system. Prepare grant reports for HUD.
  • Completes individual Training & Service Plans (ITSP) with residents active in the ROSS program.
  • Assist residents with job development and career counseling.
  • Works with residents to establish a plan of action and referral to the service provider. Implements IDP goals to help families progress toward family self-sufficiency.
  • Works with residents to overcome barriers to staying housed, including, but not limited to, lease and any program violations resulting in evictions.
  • Ensures data quality and accuracy of client files and records, completes paperwork, and maintains case management database.
  • Facilitate and or attend meetings and training sessions offered by other agencies.
  • Publishes and provides a newsletter to program participants.

Motivate residents and families to participate in community activities; adhere to ROSS grant requirements.

  • Connect individuals to internal and external volunteering opportunities in the community.
  • Organizes and/or coordinates program workshops or social activities for residents.
  • Provide mediation services for resident disputes, as appropriate, and seek assistance with existing community resources when needed.
  • Represent PCC at community events in support of resident and program goals.
  • Provide short-term crisis counseling as needed and act as a referral agent for additional services.
  • Assists residents in building informal support networks among themselves and family members.

Maintain professional, courteous, and respectful relationships with program residents, community housing organizations, federal Housing and Urban Development representatives, the public, and PCC staff.

  • Monitors and supports partnerships with outside agencies and leverages available resources to support residents' self-sufficiency efforts in the ROSS program.
  • Encourages residents to meet their social, psychological, and physical needs proactively.
  • Promote wellness activities for all residents.
  • Facilitates meeting of needs when necessary but avoids the creation of unhealthy dependence.
  • Intervene as necessary to alleviate challenging situations.
  • May assist residents or coordinate training to understand lease and tenancy obligations.
  • Performs all other duties as assigned.

Education and Experience: Bachelor's degree from an accredited four-year college or university with major course work in Sociology, Social Work or Human Services, Psychology, Counseling, or a related field or a combination of education and work experience to perform job duties as prescribed. BSW is strongly preferred. Three years minimum experience in the housing or a social service agency-related area, with hands-on case management experience preferred.

Required Skills & Abilities:

  • Must have general knowledge of the operations and procedures of a Public Housing Agency.
  • Experience with federal, state, and local laws regulating the FSS program and or any HUD program.
  • Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by PCC and HUD FSS program.
  • Comprehensive knowledge of community and supportive resources related to social services and community/workforce development.
  • Self-motivated, creative, and able to work with time-sensitive materials and meet multiple simultaneous deadlines.
  • Ability to manage projects independently while also contributing to a team environment.
  • Proven advanced level of verbal and written communication skills.
  • Proficiency in Microsoft Word, Excel, and email programs. YARDI experience is a plus.
  • High degree of initiative, responsibility, accountability, and conflict-resolution skills.
  • Ability to work in a diverse, multi-ethnic environment.
  • Possess a valid driver's license.

Working Conditions/Physical Requirements: Typical office environment and ability to attend meetings, training, and travel to PCC sites and other buildings during work unaccompanied.
