REHMANN is Hiring a Human Resources Director Near Battle Creek, MI

Job Summary:
Summit Pointe is the community mental health service program (“CMHSP”) for the county of Calhoun (Michigan). As a CMHSP, Summit Pointe provides supports and services to its customers addressing a wide-variety of behavioral, developmental, and mental health challenges, including, for example, psychological and clinical counseling, substance-use-disorder treatment and counseling, crisis intervention, case management, autism services, and many others. As a member of the Senior Leadership Team, the HR Director is responsible for the overall management and supervision of labor and employment matters at Summit Pointe consistent with Summit Pointe polices and federal, state, and local requirements. The HR Director shall provide leadership to ensure that a comprehensive human resources system is in place at Summit Pointe covering, by way of example, staff recruitment, employment processing, compensation, health and welfare benefits, training and development, employment records management, employee relations and retention, and labor relations. The HR Director directly supervises the HR Generalists, and any other staff assigned specifically to HR functions.

Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily:

• Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.
• Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs, both immediate and long-term.
• Administers or oversees the administration of human resource programs including, but not limited to, compensation, employee benefits plans, and leave; disciplinary matters; disputes and investigations; employee performance evaluation programs; productivity, recognition, and morale; occupational health and safety; training and development; EEO/AA filing and maintenance and all provisions of the collective bargaining agreement related to staffing issues.
• Leads projects and tasks, including, but not limited to onboarding of new staff, annual performance evaluations, employee training and development, and insurance open enrollment.
• Recommend employment of applicants.
• Oversee implementation of processes for FMLA, short-term and long-term disability leave, worker’s compensation, and unemployment benefits.
• Oversees on-line application system.
• Oversee time and attendance system.
• Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management; develop strategies and processes to maintain employees.
• Conducts research and analysis of organizational trends including review of reports and metrics from the organizations human resource information system (HRIS) or talent management system.
• Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommend best practices; reviews and modifies policies and practices to maintain compliance.
• Consult with General Counsel as needed to ensure compliance with contractual requirements under provisions or the collective bargaining agreement, and state and federal laws.
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
• Develops and implements an HR budget.
• Facilitates professional development, training, and certification activities for HR staff.
• Assist General Counsel in responding to charges of discrimination filed by staff or former staff with the Michigan Department of Civil Rights or the U.S. Equal Employment Opportunity Commission, and with internal investigations of staff.
• Assist General Counsel in responding to and resolving or attempting to resolve union grievances.
• Assist Senior Leadership in negotiating collective bargaining agreements.
• Adhere to Board Policies related to staff relations.
• Attend and prepare documents and information related to personnel and human resource issues for presentation to the Board or the HR Committee of the Board.
• Maintain confidentiality.
• Develop positive working relationships with union leadership and members, addressing grievances, employee relations and collective bargaining issues. Maintains compliance with the current CBA.
• Performs other duties as required.

Supervisory Responsibilities
• Manages 2-3 Human Resources staff members
• Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
• Responsibilities include interviewing, hiring and training, staffing/workplace planning, scheduling, assigning and directing work, evaluating performance, recognizing and rewarding, disciplining, addressing complaints and resolving problems.

Additional Responsibilities:
• Serve on Company committees, working groups and other projects as assigned
• Other duties as may be assigned

Qualifications
The requirements listed below are representative of the knowledge, skills, and/or abilities required.

Education and/or Experience:
• Master’s Degree in Human Resources, preferred. Bachelor’s Degree in Human Resources or related field required.
• Five years minimum experience as a Human Resource Director.
• Five years of experience in administration of health care preferred.
• Three years of experience in community relations/speaking before large audiences.
• Demonstrates excellent organizational, communication, computer, analytical and problem-solving skills.
• Shall be self-directed and resourceful.
• Ability to learn and adhere to the Agency’s required trauma-informed approach to service delivery emphasizes physical and emotional safety, choice, empowerment, and trustworthiness for customers. The impact of trauma is broad and touches many life domains. Participation is mandatory for activities required for Summit Pointe to become a “Trauma Informed System of Care.”

Knowledge, Skills and Abilities Required:
• Broad knowledge and experience with compliance, compensation, organizational planning, organization planning & development, employee relations, safety, training and development, benefits administration, and regulatory compliance.
• Demonstrated ability to work and communicate effectively with all constituencies of a diverse organization
• The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds
• Knowledge of current accreditation standards and ability to incorporate those standards into Policies and Procedures.
• Demonstrated ability to lead and develop Human Resources staff members.
• Familiarity and experience with HRIS, computer software applications, and business solutions.
• Well-developed speaking, writing and communication skills including dealing effectively with senior leaders, officials of other organizations and the public.
• Demonstrated ability in identifying, evaluating and implementing enterprise-wide initiatives through stakeholder buy-in
• Ability to manage multiple projects and activities.
• Demonstrated ability to analyze and process information from multiple sources and perspectives, and prepare and present executive summaries, recommendations, and reports.
• Ability to function effectively as part of a professional team.
• Ability to work independently, assume initiative and self-motivate.
• Flexibility in days and hours available for work, including weekends.
• Possession of a valid driver’s license and access to a private vehicle for day-to-day job performance.
Certifications, Licenses, Registrations:
• Certification in Human Resources Management (PHR, SPHR) preferred.

• Work in an average office environment which requires seated desk work, walking, standing, talking and manual data entry.
• Requires the ability to hear, see, and communicate both orally and telephonically.
• May require occasional need to lift files, boxes or records up to 25 lbs.
• Exposure to health care/community mental health environments which may include proximity to patients, clients, chemicals, cleaning solutions, and equipment.

Work Schedule
The position requires full time availability Monday through Friday to cover business operations. May require work on variable hours/shifts. Work week hours will vary between 40 and 60 hours in the office. May have occasional need to work on tasks at home and during weekends and holidays.
