UW Facilities (UWF) is one of the largest and most diverse administrative units on the Seattle campus supporting a large urban University. UWF manages the Universitys buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. Our teams can be organized into six main groups: Finance & Administration, Asset Management, Operations, Real Estate, Campus Energy & Utilities, and Business Intelligence & Technology. UW Facilities Finance & Administration provides financial, procurement and sourcing, human resources, payroll, organizational training, communications, and UW capital budgeting leadership to all of UW Facilities (UWF). Finance & Administration has an outstanding opportunity for an Employee Relations Manager .
Under the general direction of the Assistant Director of Employee Relations, the Employee Relations Manager independently provides strategic leadership direction and complex, expert human resources and labor relations services to UWF. Oversees the development of programs, policies, and procedures providing decision support and recommendations to the UWF leadership critical to establish goals, objectives and strategies related to HR matters for 1,100 employees, including over 700 contract classified employees in three different bargaining units. UWF is the only organization on campus that manages and directs all leave management and disability accommodations. Directs measures to support organizational efficiencies and effectiveness, process improvements, change management, process metrics, and developing and presenting skills training to staff. The Employee Relations Manager must be highly successful in directing and guiding individuals and teams, with the ability to clearly focus on organizational results and be skilled at driving decision making and implementation. Provides high level strategic HR and LR direction, case manages complex physical and cognitive disability accommodations, and develops and optimizes strategic and cost saving litigation and risk avoidance strategies. Directs the implementation of best practices and guidelines for all HR initiatives within UWF to ensure compliance with UWF, University of Washington, state and federal laws, regulations and policies. The Employee Relations Manager requires a high level of education, expertise, critical thinking, excellent judgement and decision-making skills on all human resources disciplines including organizational analysis and metrics, employee and union relations, DEI (diversity, equity and inclusion), performance management, and federal and state respective employment laws. Represents UWF Partner Resources at high level strategic planning meetings with leadership to establish goals, objectives and the development of programs. This position is critical and integral to the organizational success of investigations, grievances, mediations, arbitrations, and litigation. Distinguishes and applies strategic analysis and approaches to each complex issue and situations unique characteristics, policies, and practices governing each employment category, as well as the unique issues and functions of each department within UWF. The responsibilities of this position require that the incumbent manages, interprets, and applies developments in the changing field of human resources, labor relations and leave administration, including applicable laws and the policies and procedures of the University of Washington, simultaneously leads a wide variety of complex human resources programs, resolves conflicting priorities, maintains confidentiality, and solves problems strategically in the context of a multifaceted combination of laws and policies. Manages effectively highly confidential and sensitive employee issues.
Primary Duties and Responsibilities
Leadership
Develop and interpret policies and procedures for leadership on complex and confidential HR issues. As an innovative problem solver, this position will guide UWF leadership regarding succession planning, including developing goals, training courses for employee development, rewards and recognition, and metrics for recruitment and retention. Provide expert guidance to UWF leadership on HR related activities including hiring strategies, organizational structure (setting expectations, developing communication plans, and directing roles and responsibilities), disciplinary actions, and organizational training. Provide counseling and coaching for HR and LR performance management. Participates in departmental long range budget discussions and decisions.
Conduct diversity, equity, and inclusion, and, employee satisfaction surveys using questionnaires, interviews, and observations to determine how and when to utilize this qualitative and quantitative data to improve the UWF employee experience, shaping the future organizational design of UWF, and enhance succession planning.
Guides various organizational projects including the UWF Stepping Stones Leadership Development Program, at the UWF leadership and departmental levels; committee member for the UWF Customer Survey; member of the Distinguished Staff Awards committee; and develops UWF departmental Monthly Meeting topics to aide leadership in disseminating policies and procedures and expectations. Prepare and facilitate new employee on-boarding including maintaining UWF employee handbook and conducting new employee orientation, and new manager orientation for approximately 250 employees annually. Identify and mentor future leaders within the organization to ensure continuity and leadership development.
Direct over 50 administrative staff regarding performance evaluations, employment policies and procedures, the application of collective bargaining contracts, leave administration/management, disability accommodations, and the recruitment, succession planning, and hiring process.
Performance Management, Complaint Resolution and Risk Management
Independently consult, review and evaluate the application of performance management and corrective action guidelines and procedures with respect to UW collective bargaining agreements. Advise and educate managers regarding employee corrective action process. Develop, review and edit corrective action materials including action plans, letters, settlement agreements, recommendations for medical separation and termination, and layoff paperwork. The actions and decisions are crucial to prevent legal repercussions, fines, or lawsuits. Serve as a bridge between employees and the organization; contribute to maintaining a healthy work environment. The Employee Relations Managers role enhances employee morale, engagement, and productivity, positively impacting the organization's bottom line.
Conduct effective, meticulous, and objective investigations of employee complaints and grievances, and produce final summary reports. Facilitate complaint resolution with management and employees. Direct and advise management in conducting responsive and effective resolution of employee complaints and concerns. Participate in settlement negotiation and preparation of settlement agreements.
Advise UWF management regarding risk management and litigation avoidance. Partner, as needed, with UWHR, Labor Relations, the Civil Rights Office, the Attorney Generals Office, Office of Risk Services, Safe Campus and the Disability Services Office to discuss and collaborate on our UWF resolutions and decisions to ensure we are continuing to work in the best interest of the University. Collaborate with UW business partners on litigation and arbitration claims and cases and participate in arbitrations, mediations, Joint Labor Management meetings (JLM), Demands to Bargain, and lawsuits.
Policy and Regulation Management, Workplace Violence and Employee Safety Administration
Develop and implement HR programs, procedures and organization practices, goals, objectives and systems. Understand and apply strategic objectives to UWF programs and practices. Provides advice and counsel to managers and supervisors regarding HR practices, policy and employment laws. Promote diversity, equity, and inclusion through policy and program development, and training, creating a more inclusive workplace. Serve as UWF expert for interpretation of bargaining unit contracts and employment policies, rules and laws to ensure compliance.
Represent the interests of UWF by participating in negotiating labor contracts, grievances, mediations, arbitrations and settlements to ensure that UWFs interests are well represented, accurately and have positive organizational outcomes. Conduct investigations of employee complaints and prepare responses on behalf of UWF.
Provide counsel, assistance, and training to UWF leadership in prevention of, and response to, workplace violence, including assessment and case management. Attend Violence Prevention Assessment Team meetings (VPAT) with representatives from UW business partners.
Evaluate organizational practices for compliance with laws, rules and policies. Develop HR recommendations that comply with regulatory requirements while meeting UWF operational needs. Develop performance management strategies that improve continuity of operations. Maintain compliance of applicable state and federal laws, rules, policies, and collective bargaining agreement(s). Advise in the development of departmental strategic initiatives focused on workforce diversity, equity, and inclusion.
Disability Accommodation and Leave Management
With delegated authority from Campus HR Operations, independently case manage and evaluate complex physical and cognitive disability accommodations, a variety of leave entitlements including Family and Medical Leave Act (FMLA), L&I claims, and employee return to work plans to ensure compliance with state and federal laws and regulations and University and UWF policies. Direct UWF senior leaders, managers, supervisors and staff regarding disability accommodations and leave management. Oversee compliance with L&I and OSHA laws and regulations. Document recordable injuries and provide up-to-date data analysis information regarding employees with on-the-job injuries with a focus on returning the employee to work as safely and quickly as possible. Coordinate use of Paid Family & Medical Leave (PFML) which is approved by Employment Security, an outside state agency.
Analyze and approve requests for reasonable accommodations, light duty and returns to work to ensure that they meet medical specifications from health care providers, are reasonable and operational. Receive all medical certifications directly from health care providers and manage all highly confidential employee medical certifications. Follow up with health care providers directly for clarification regarding medical information and restrictions. Interact with employees and family members to determine reasonable accommodations and/or leave options.
Recruitment and Retention
Oversee employment processes throughout UWF by assisting with departmental recruitments, including reviewing and assessing classifications, developing and reviewing job descriptions, assessing applicant qualifications, developing interview questions and determining interview panel participants with a focus on diversity, equity and inclusion, along with leading and participating on interview panels. Conduct interview panel training and pre-interview meetings.
As an approver in Workday, review new positions, all job changes, compensation changes, and position requisitions for content, accuracy and consistency. Review applications in UWHIRES for qualifications. Review and consult on salary ranges and salary offers, including assessing internal equity and alignment. Conduct diversity, equity, and inclusion, and, employee satisfaction surveys using questionnaires, interviews, and observations to determine how and when to utilize this qualitative and quantitative data to improve the UWF employee experience and recruiting strategic objectives.
Training
Develop and conduct training sessions for UWF staff growth and development to include: HR Employment Law, labor contracts, leadership training, coaching and counseling staff employees, payroll initiatives, employee recognition and appreciation, performance management and related topics for UWFs 1,100 employees, including 700 contract classified staff in three bargaining units and covering three shifts, classified non-union and professional staff employment.
Contributes to and utilizes organizational development tools to support leaderships continued refinement of its strategic plan, achievement of goals, and improvement of processes.

Requirements include:
BA and a minimum of 4-5 years of progressively responsible professional Human Resources work experience in employee relations, employment/recruiting, disability accommodations or other human resources functions or equivalent combination of experience/education.
Experience in policy, regulation and legal analysis; complaint resolution; risk management; disability accommodation and leave management; recruitment and retention; performance management and corrective action; policy and procedure administration; leadership and training; workplace violence and safety administration.
Demonstrated experience working independently, exercising discretion, critical thinking, and expert judgement.
Must have excellent organizational skills and be able to maintain a high level of accuracy and detail.
Experience in working with highly confidential and sensitive matters.
Demonstrated ability to work effectively with employees at all levels.
Effective written, verbal and interpersonal communication skills
Successful experience working as a team member and as an independent contributor
Intermediate skills with Excel, Word, Outlook and database management.
