Redwood Community Health Coalition is Hiring a Senior Program Manager Near Petaluma, CA

About RCHC 

 Redwood Community Health Coalition (RCHC) is a network comprised of 18 community health centers in Marin, Napa, Sonoma, Contra Costa, Solano, and Yolo counties. Our mission for more than 25 years has been to improve access and quality of care for under-served and uninsured people in our six counties. RCHC’s major focus is to strengthen the capacity of member health centers (members) to act together as a coalition that provides access to consistently high-quality clinical care and effective care coordination to reduce health disparities. RCHC supports our members in four areas: Policy, Population Health, Informatics, and Access and Equity. 

Position Summary

Reporting to the Population Health Department Director, the Senior Program Manager is responsible for management of large complex programs, generally comprised of large budgets and multiple projects and phases. The Senior Program Manager works independently to achieve program goals on time and within budget. This position often interfaces at the leadership and management level and has direct reports to support staff level work within the program.

Essential Duties

The essential functions listed below are typical examples of work performed by the Senior Program Manager. They are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Employees may perform other duties as assigned.

Program Development and Implementation

  • Decides on suitable strategies and objectives to achieve operational, program, and grant goals and deliverables; oversees results of large-scale projects for Department.
  • Establishes and documents Daily Operating Procedures.
  • Develops and controls deadlines, budgets, and activities related to programs.
  • Ensures that grants are spent according to budget in a timely manner.
  • Provides regular oversight of progress and outcomes included in funding contracts and subcontracts that agency receives from funders.
  • Initiates and documents in a timely manner needed modifications in actions to achieve goals outlined in contracts.
  • Responsible for strategic alignment and integration across related projects and programs through close coordination with other members of the management team.
  • Responsible for evaluation and reporting of program progress and results according to both contract requirements and agency evaluation needs.
  • Manages programs within budget parameters.
  • Manages more than one complex process or program.
  • Responsible for tracking and reporting grant deliverables.

Management and Supervision

  • Supervises and evaluates project and/or program managers or other staff; position generally supervises Program Managers or Coordinators and may oversee interns or volunteers.
  • Supports training of other staff.
  • Provides program leadership and supports department leadership, acting as department lead if director is not available.
  • Participates in agency management team as required.
  • Receives direction, but not close supervision, from Department Director.

Internal Operations

  • Assists others in department and organization as requested.
  • Participates in organization-wide meetings, committees, and initiatives.
  • Develops budgets across programs based on grants to support the development of an agency budget.
  • Contributes updates to monthly Board reports.
  • Provides some interpretation of agency policy to programs and staff; consults with department director and Senior director for clarity or exceptions.
  • Provides expense control across related grants.
  • Manages invoices and passthroughs to health centers for funding.

External Relations

  • Works with health center staff from member health centers.
  • Oversees agency peer workgroups as required.
  • Plans and facilitates trainings as appropriate.
  • Works with Director of Communications and Public Affairs to plan and implement communication for programs and any related policy activities.
  • Acts as a liaison for department and related programs as needed, representing the entire agency when necessary.
  • Interfaces with government agencies to ensure timely completion of all required communication and submissions.
  • Coordinates linkages and communication to program partners related to programs.

Preferred Qualifications

  • Bachelor’s Degree in public health or related field or equivalent of education and experience and/or 
  • Master’s degree in Public Health, Health Administration, Social Work, or similar preferred.
  • Minimum three years’ experience in health care, community health, public health, social service, or related area.
  • Ability to prioritize and plan work activities, set goals, and meet deadlines.
  • Experience developing and delivering programs in a comparable setting.
  • Skilled in the use of personal computers, equipment, and related software applications.
  • Two or more years’ experience with design, planning, implementation, management, and evaluation of grant funded programs, including fiscal management, preferred.
  • Health center experience preferred.
  • Proficiency in spoken and written Spanish preferred.
  • Proven ability to manage a variety of projects simultaneously with reliable outcomes preferred.
  • Experience managing subcontractors preferred.
  • Experience developing and delivering training programs in a comparable setting preferred.
  • Minimum one year experience working with grants preferred.

Skills

  • Advanced data skills including advanced Excel and the ability to understand data and use for program development, decision making, and effective presentation.

Knowledge

  • Knowledge in one or more of the following areas: population health management, health care access, the Affordable Care Act, public benefit programs, health informatics, data analytics, project management, or quality improvement models.
  • General knowledge of EHR and database principles.
  • Working understanding of statistics to be able to read research articles related to program.
  • Understanding of program and grant lifecycles and requirements.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit; use hands to handle or feel; and talk and hear. This job is rated for Light work, requiring the ability to lift or move up to 20 lbs. on occasion. Close visual acuity to perform activities such as reading and viewing a computer terminal are required. This position requires occasional travel throughout our member counties and may require the use of a personal vehicle. Ability to travel as needed for meetings or conferences is required; automobile and valid driver’s license is preferred.
