General Description

For the new Critical Infrastructure Division of the Railroad Commission of Texas (RRC), we seek an experienced managerial professional who performs highly complex (senior-level) managerial work administering the daily operations and activities of the Division's data analysts. Work involves establishing goals and objectives; developing guidelines; procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business unit activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Duties
Manages day-to-day activities of data analysts in the Critical Infrastructure Division at Austin Headquarters.
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
Confers with executive management to develop strategic plans and long- and short-term goals for the department.
Develops and implements techniques for evaluating business function and unit activities.
Plans and develops a budget, evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary.
Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.
Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
Identifies areas of needed change and makes recommendations to improve operations.
Provides technical expertise and guidance regarding questions related to the business function and unit.
May oversee the implementation of changes resulting from new legislation.
May oversee special investigations, program analyses, research studies, and internal audits.
Supervises the work of others.
Performs related work as assigned.
Must be able to work in-office 8AM-5PM Monday-Friday, with occasional flexible schedule as required.

Minimum Qualifications

• Graduation from an accredited four-year college or university with Bachelor's Degree or major coursework in Data Science, Business/Data Analytics, Computer Science, Geographic Information Systems, Accounting, Mathematics, Statistics, Econometrics, or a related field of study.

• Three to five or more years of professional work experience, including management of personnel, budgets and/or

• Experience in management of, and working with, complex Data Analysis/Analytics.

• Working knowledge of Railroad Commission rules and procedures.

• Post-graduate degree may substitute for experience on a year per year basis.

• Must reside in greater Austin or be willing to relocate. Relocation is not paid by RRC.

• Skill in the use of computer and applicable software; skill in Office 365 and Data Visualizations software (Power BI).

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
