JOB SUMMARY: Responsible for the development of youth-related programs and activities addressing needs within the community and provision of administrative support to all youth-related programs in the Pulaski County service area.

ESSENTIAL JOB FUNCTIONS:

  • Researches the availability, application process, eligibility criteria, and funding requirements of federal, state, and local programs.
  • Collects demographic data relative to grant requirements to determine the feasibility of obtaining grants and verifying existing needs.
  • Consults with Director on a regular basis for guidance and direction as to research and selection of grants; writes grant applications and ordinances for Director’s review and County Judge’s approval for submission to the funding source.
  • Develops evaluation instruments and program goals and objectives to submit with grant proposals.
  • Monitors and develops reports of grant programs on a regular basis to ensure compliance with programmatic and fiscal requirements set forth by funding sources.
  • Obtains information concerning community needs through communication with neighborhood residents; identifies additional services, programs, and activities needed to strengthen youth-initiated programs.
  • Develops and implements methods and procedures to measure program participation and effectiveness.
  • Develops and consistently reviews criteria for data collection.
  • Evaluates grant programs on a semi-annual and annual basis to determine overall effectiveness and impact on community needs or concerns.
  • Submits recommendations for improvement in program effectiveness.

SECONDARY DUTIES AND RESPONSIBILITIES:

  • Recruits and organizes community groups and neighborhood organizations to form partnerships and collaborative programs and plan activities that will facilitate the social and educational development of youth in Pulaski County.
  • Assists the community groups with organizational needs such as the location of meeting places, transportation, and identification of available training and activities.
  • Researches, develops, and implements plans to involve community officials and/or leaders in the sustainability of quality youth programs.
  • Maintains records of all youth-related programs.
  • Performs other related duties as required.

PERSONNEL SUPERVISED: Provides supervision to a part-time assistant.

WORKING CONDITIONS: Work is performed in a smoking-restricted office environment with frequent visits to outside agencies and attendance at departmental activities and functions required.

MINIMUM QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

    • Good knowledge of theories and principles, stages, and influences upon juvenile development.
    • Considerable knowledge of the development of and interaction between social groups within a residential and community environment.
    • Considerable knowledge of the social and legal problems related to substance abuse, school dropout, and other related juvenile problems.
    • Considerable knowledge of available grant sources and funding trends and requirements.
    • Considerable knowledge of methods and techniques of grant writing.
    • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
    • Ability to demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.
    • Ability to prepare numerical and narrative reports.
    • Ability to maintain accurate detailed records.
    • Ability to read and interpret grant specifications and determine compliance.
    • Ability to establish and maintain an effective working relationship with grantors, co-workers, supervisory personnel, and the public.
    • Ability to organize and prepare training materials and presentations.
    • Ability to attend work regularly and reliably.
    • Skill in the operation of a personal computer and software.

PHYSICAL REQUIREMENTS:

    • Visual acuity is necessary for use of the computer screen.
    • Digital dexterity is needed for keyboard operation.
    • Ability to communicate orally in person and by telephone.

EDUCATION AND EXPERIENCE:

Completion of a bachelor’s degree in Social Work, Education, Criminology, Public Administration, Sociology, Psychology, Business, Finance, or a related field; considerable experience with program development and evaluation; grant research, application, and administration; social work; or a related field; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.


  • Employment is contingent upon the successful completion of a criminal background check, child maltreatment check, and adult maltreatment check.
  • The criminal background, child maltreatment, and adult maltreatment checks will also be conducted annually.
  • Must possess or be able to immediately obtain a valid Arkansas Driver's License.
  • Regular and reliable attendance is an essential function of this position.
  • PREFER experience with funding research, program development and evaluation, preparation of grant applications, and development and evaluation methods and tools.
