Position Strategies Overview

Public Strategies (PS) is a nationally respected project consulting firm, based in Oklahoma City, with federal, state, and local clients seeking a range of services to include project management, program development and management, and communications/marketing. A large-scale service center in Oklahoma City provides vulnerable Oklahomans with a range of supports for gaining or improving their employment situations or strengthening families, two areas where PS is widely respected for its implementation of research-informed solutions. Other team members provide training and technical assistance to hundreds of government agencies and/or programs across the country that are working to become change agents in either the human services or employment fields, with PS providing expertise in performance management, best practices, and effective adult learning strategies. Finally, a full-scale marketing team provides modern day technology and effective communication solutions to meet the demands of PS programs and for businesses and organizations that seek the expertise of a unique and dynamic communications team.

Public Strategies programs currently serve a number of populations including low-income new parents, financially and otherwise vulnerable families, non-custodial fathers, TANF and SNAP recipients, veterans, the historically unemployed or underemployed, individuals with a criminal background including those re-entering society from incarceration, incumbent workers, low skilled or wage workers, and the long term unemployed. These programs aim to demonstrate the value and efficacy of well-thought approaches to family empowerment and self-sufficiency. Programs centered on family empowerment are anchored in research-informed strategies designed to build adult capacity and healthy relationships. Its workforce development and training programs include incorporating soft skills, vocational training, continuing education, job placement, job coaching, and career advancement in ways that make obtaining consistent gainful employment in areas that pay a living wage more accessible to these groups. Public Strategies continuously looks for opportunities to innovate within both the family empowerment and workforce development fields, and where appropriate, seeks to develop and foster social enterprises that include employment opportunities for the populations we serve and whose financial success can be reinvested in the community.

Position Summary

The Budget Specialist reports to the Budget Analyst and will create and maintain budgets, update employee labor allocations, and work closely with Operations to monitor budget effectiveness and accuracy. The Budget Specialist will use dashboards and Accounting software for ad-hoc reporting and data validation. In addition, this position will assist in data collection for proposals and assist the Compliance department as needed.

Essential Job Functions
  • Prepare ad-hoc reports, identify data discrepancies, and perform audits and administrative duties as requested by Analyst.
  • Utilize custom dashboards and Business Planning to execute reports and perform data validation.
  • Act as a key liaison between Accounting and Compliance to optimize performance in budgeting processes.
  • Conduct regular review of expenses and identify inconsistencies in invoicing.
  • Coordinate with Human Resources and Payroll to assess employee qualifications and salary to determine contract labor category assignments.
  • Manage and update labor category assignments for employees and contracts.
  • Prepare Excel models to facilitate cross departmental data collection in response to federal and state RFPs.
  • Assist Compliance with contract changes and budget related inquiries.
Education/Training
  • Bachelor's degree and three years of related work experience are required. Degree preference is Business Administration, Finance, or Accounting.
  • Successful candidate will possess the following competencies: ability to manage complexity, be action oriented, communicate effectively across departments and management, and adapt as needed.
Experience

Eligible candidates will possess an array of skills and prior experience. Public Strategies is seeking a candidate who:

  • Has experience with accounting, payroll, and government contracts
  • Is proficient with data collection/entry/integrity with an understanding of system changes and implications
  • Has intermediate Excel skills with the ability to clean, extract, and present data in a readable format using pivot tables
  • Knowledge of budget analysis, maintenance, and reporting
  • Confidentiality of salary and proprietary information
  • Has an understanding of the organizations goals and objectives
  • Has the ability to analyze and solve problems while being able to clearly articulate complex ideas and communicate clearly and effectively
  • Fluent with Microsoft Office and Microsoft Power BI
Special Requirements
  • Exceptional communication skills; both written and oral
  • Must be detail oriented and highly organized; create and follow SOPs closely without deviating from set process; open to process improvement and change
  • Ability to work flexible hours, including occasional nights and weekends as needed to implement processes and respond to solicitations
  • Ability to learn and become proficient on accounting software to integrate reports for resource management
  • Occasional airline and overnight travel may be required for trainings and meetings
Essential Physical Requirements

Sufficient mobility and strength to move about the facility. Ability to be mobile throughout the community.
