Primary Care Development Corporation is Hiring a Human Resource Generalist Near New York, NY

Primary Care Development Corporation (PCDC) is a mission-driven, nationally recognized 501(c)(3) organization and U.S. Treasury certified Community Development Financial Institution (CDFI) dedicated to expanding and transforming primary care in underserved communities through strategic community investment, capacity building, and policy and advocacy. PCDC has a 28-year history of investing in communities and providing technical assistance to increase access to quality primary care, advance health equity, improve health outcomes, and reduce costs. Our key policy priorities include increasing payment for and investment in primary care, and strengthening the primary care workforce in disinvested communities through capital investment and other support.

PCDC has approximately 50 full-time and 3-5 part-time staff-members.

Finance & Administration Team: The Finance & Administration Team oversees PCDC’s formulation and execution of financial strategy and oversees management of all administration functions.

Human Resources Role:Concentrate on the human capital of PCDC and the necessary details that allow the rest of the organization to accomplish their goals with the utmost efficiency and manage risk. Including talent management, diversity, compensation, benefits, professional development, legal compliance and strategic planning.


Position Summary

The HR Generalist will be responsible for daily operations of the HR department including but not limited to supporting recruitment of full-time and part-time staff and interns, administration of employee benefits, onboarding and offboarding employees, and responding to employee inquiries to ensure a high level of customer service. They will work closely with the Director of HR to ensure efficient end-to-end implementation of HR projects and operations.

Job Responsibilities
  • Manage the recruitment and interview process for full-time and part-time staff: help maintain the Applicant Tracking System, post jobs, schedule meetings and interviews, conduct applicable background screenings and provide status updates to candidates and hiring managers
  • Work with HR Director to administer various employee benefits programs, such as group health, flexible spending accounts, dental and vision, accident and disability, life insurance, 403(b) retirement plan, and wellness benefits. Assist employees with health, dental, life and other related benefits claims.
  • Perform customer service functions by providing first line of support to employees and managers
  • Maintain employee benefits filing systems and ensure benefits changes are entered appropriately in payroll system for payroll deduction.
  • Deliver employee onboarding and off boarding process and conduct new hire orientations.
  • Handle employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Maintain employee personnel files to ensure legal compliance and maintain accurate records in our HRIS system
  • Provide written and verbal employment verifications
  • Assist in HR-related audit requests and monthly reporting
  • Work with HR Director to establish and implement a professional development training plan for staff
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.

Minimum Knowledge

Requires thorough knowledge of a specialized, technical, or scientific field. May compile objective and measurable data and produce reports. May require operating knowledge of computer equipment, OR may require broad knowledge in clerical or service areas.

Problem Solving

Identifiable - Information is clear but further investigation often is required in order to define problems and proceed. Often requires modifying existing procedures / precedents within established policy.

Guidance

General guidelines and references are used with some discretion. Projects are assigned with latitude for decision-making and setting of priorities. Specific problems should be referred to supervisor for clarification of policies and procedures before proceeding.

Additional Comments on Knowledge, Education, and Experience

  • Associate’s degree in human resources or related field and/or equivalent experience
  • PHR or SHRM-CP a plus
  • 3-5 years of experience in Human Resources, with knowledge of human resources processes and best practices
  • Commitment to cultural diversity and sensitivity
  • Superior customer service skills and focus with experience and ability to work with staff at a variety of levels and to coordinate multiple stakeholders and projects
  • Proven ability to synthesize data and create reports
  • Superior skills in MS Office including Excel, Word, and PowerPoint
  • Ability to interpret and explain human resources policies, procedures, laws, standards, or regulations.
  • Ability to work in a fast-paced environment
  • Excellent verbal and written communication skills
  • Experience with HRIS and ATS systems required, payroll system a plus
  • Knowledge of federal and state labor laws and expectation to stay abreast of legal changes affecting HR
  • Ability to multi-task with strong organizational and time management skills
  • Good self-direction and ability to problem solve and work as a team
  • Experience working with external vendors

Safety Equipment

Job does not require the use of safety equipment, such as HEPA mask, for infection prevention.

Manual Skills

Some (less than 50%) portions of daily assignments involve application of manual skills requiring motor coordination in combination with finger dexterity.

Position does not require travel to other PCDC offices or locations. Work is completed at home or at the PCDC office.

  • Ability to perform routine office tasks that includes operating a computer for long periods of time, sitting, filing and communicating on the phone
  • Ability to perform all physical functions consistent with travel including sitting in airplanes and driving for long periods of time
  • Must be able to lift, carry, push, pull a maximum of 30 lbs.
