Premier Healthcare Consultants is Hiring a Regional Human Resources Manager Near New York, NY

Premier Healthcare Consultants is seeking a FT Regional Human Resources Manager for 8 facilities located in Alabama.

The primary purpose of your position is to direct the Human Resources and Payroll Department for each location in accordance with current applicable federal, state, and local standards, guidelines, and regulations, and as directed by the Regional Administrator. This position will also provide executive support and assistance as needed.

Delegation of Authority

As Regional Human Resources Manageryou will be delegated the administrative authority, responsibility, and accountability necessary for carrying out your assigned duties.

Job Function

Duties and Responsibilities

·Assist the Regional Director of Operations and Senior Leadership with the HR & Payroll functions for 8 operations.

·Lead and facilitate the development of a highly effective, knowledgeable, and strategic HR and Payroll function that ensures the organization has the structure, culture and talent needed to deliver organizational goals and effectively serve its beneficiaries.

·Direct and facilitate the delivery of key HR and Payroll services and ensure all payroll functions and pay rules are properly aligned with employee classifications per DOL and FLSA.

·Serve as an advisor for each location to maximize compliance, strategic planning, staffing resources and performance, and ensure economy and efficiency of work processes, and ultimately prevent institutional risk or exposure that can result in financial loss and/or damage to the organization’s reputation.

·Maintain compliance for each location with all State and Federal laws, which shall include but is not be limited to: DOL, DOH, EEOC, OSHA, USCIS, FLSA, ADA, Workers Comp, etc.

·Must effectively implement and be aware of all COVID-19 HR/Payroll policies and laws that pertain to the workforce such as FFCRA and any COVID-19 DOH guidelines and requirements.

·Provide oversight to ensure all licensed and certified staff remain active and are successfully renewed upon expiration for each location.

·Maintain and revise policies as needed within the Employee Handbook and maintain up to date database of HR forms, Offer Letters, Tax Forms and Onboarding documents, etc.

·Responsible for correspondence and company representation for any Unemployment Claims, Litigated cases or Investigations for each of the locations.

·Oversight and implementation of HR and Payroll procedures as needed for all general HR and Payroll functions, including but is not limited to: routine payroll processing, payroll discrepancies, garnishments, contractual payouts and increases if applicable, end of year reports and forms such as W2’s and ACA, recruiting, onboarding, benefits, leave of absence, status and pay rate changes, employee relations, performance evaluations, employee recognition programs, disciplinary action, performance improvement plans, terminations, etc.

·Ensures annual Sexual Harassment Trainings are conducted and completed for each facility.

·Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.

·Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.

·Ensures maintenance of accurate records and reports of payroll transactions.

·Facilitates audits by providing records and documentation to auditors.

·Identify and recommend updates to payroll processing software, systems, and procedures as needed.

·Implement and monitor employee complaint hotline to resolve any potential issues internally.

·Provide executive support which may include but is not be limited to: producing reports and documents, preparing correspondence, retrieving information, scheduling meetings and conference calls, maintaining all operating certificates, electronically file documents, document meeting minutes and any other task as needed.

Experience

·Must have, a minimum of five (5) year(s) experience in Human Resources and Payroll Administration.

·Healthcare experience preferred.

Specific Requirements

·Must possess a thorough knowledge of the laws, regulations, and guidelines concerning personnel administration in nursing care facilities.

·Must have excellent communication skills.

·Possess the ability to make independent decisions when circumstances warrant such action.

·Knowledgeable of administrative practices and procedures, as well as laws, regulations and guidelines pertaining to employment law, wage and hour rules, labor relations, OSHA, Privacy Act, etc.

·Must possess leadership ability and the willingness to work harmoniously with and supervise other personnel.

·Ability to plan, organize, develop, implement, and interpret the Human Resources and Payroll programs, goals, objectives, policies and procedures of the Organization.

·Must have ability to act as liaison between personnel and management.

·Must possess the ability to seek out new methods and principles and be willing to incorporate them into existing personnel practices.

·Must be able to communicate personnel policies, procedures, regulations, reports, etc., to staff members and government agencies or personnel.

·Excellent organizational skills and attention to detail.

·Strong analytical and problem-solving skills.

·Strong supervisory and leadership skills.

·Proficient with HRIS and Payroll software.
