Polk County (OR) is Hiring a CIVIL ENGINEER Near Des Moines, IA

Under limited supervision, manages programs/projects related to the design, construction, operation, and maintenance of utility and roadway systems. Performs complex professional engineering duties involving the planning, surveying, and right-of-way acquisition for transportation, water, sewer, and drainage projects for the County. 
  1. Directs and participates in the preparation of specifications, plans, reports, and estimates involved in engineering projects and "right-of-way" acquisition; oversees the completion of civil engineering surveys, design, plans, and construction operations of County road and bridge projects.
  2. Directs and participates in a variety of complex engineering duties associated with the location, design, and maintenance of water, sewer, and drainage systems.
  3. Coordinates project work with other engineering units and/or consulting engineers to ensure projects are completed according to established deadlines and within specifications.
  4. Develops and reviews specifications, cost estimates, Request for Proposals (RFP), and bid documents for engineering design/construction projects; 
  5. Prepares and reviews preliminary and final engineering plans; performs complex engineering design and hydraulic analysis.
  6. Conducts subdivision plat review and site plan review for compliance with engineering, road design, utility, and stormwater design standards.
  7. Researches ownership and right-of-way of property required for projects; negotiates and prepares right-of-way acquisition documents including deeds, plats, and property appraisals; orders title searches and prepares legal descriptions of property.
  8. Prepares and reviews various comprehensive technical engineering reports, plans, environmental impact statements, plats, and surveys.
  9. Conducts feasibility studies and field reviews of current and/or proposed projects to evaluate project need, determine parameters, recommend design features/modifications, and prepare preliminary project costs; conducts engineering studies/investigations of roadway and utility issues.
  10. Assists the Assistant County Engineer, County Engineer, and Director in the overall planning, administration, and operations of the department. Assists in preparing and implementing the department's strategic plan including operational policies, goals, and objectives.
  11. Assists with the County's role in current Watershed Management Authorities and may serve as alternate representative to Watershed Management Authorities (WMA) Boards.
  12. Assists with preparation of a capital improvement program to continue expansion of sanitary sewer service into pre-developed residential and commercial areas using available funds; investigates and submits applications for funding assistance opportunities with the State of Iowa or federal funds.
  13. Performs complex engineering computations utilizing Bentley's Microstation and GEOPAK , Geographic Information Systems (GIS), specifically ArcGIS, and other engineering applications.
  14. Responds to inquiries for utility extensions and/or service availability and drainage district repairs and improvements for which the Board of Supervisors are designated as Trustees.
  15. Makes recommendations with regard to utility and drainage policies; prepares resolutions, ordinances, system regulations, and agreements with developers or agencies for approval by the Board of Supervisors.
  16. Represents the County as assigned on various boards, commissions, and technical committees; may make presentations to County staff and community groups.
  17. Performs related duties as required.
  • Considerable knowledge of the modern principles and practices of civil engineering practice including design and construction of roadways, water, sewer, and drainage systems.
  • Considerable knowledge of the provisions of various federal, state, and local laws, codes, and regulations pertaining to roadways, utilities, special assessments, and drainage districts.
  • Knowledge of the preparation of plans, cost estimates, and construction standards and specifications.
  • Knowledge of construction methods and materials, contract negotiation and administration, and construction inspection.
  • Knowledge of land/engineering survey methods and techniques.
  • Knowledge of the principles and practices of effective project management, budget preparation, and administration, and strategic planning.
  • Proficiency with Bentley's Microstation and knowledge of Geographic Information Systems (GIS), specifically ArcGIS.Skill in right-of-way negotiations and acquisitions.
  • Skill in the use of personal computers/software applications including word-processing, spreadsheets, databases, and power point presentations.
  • Skill in use of tact, discretion, initiative, and independent judgement within established guidelines.
  • Ability to perform complex engineering calculations, prepare detailed costs estimates, and perform hydraulic analysis.
  • Ability to apply engineering knowledge to analyze and resolve specific administrative and/or technical problems
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to prepare clear and concise technical reports, ordinances, operating regulations, and policies.
  • Ability to read and analyze maps, drawings, plans/prints, aerial photographs, and other topographical/geologic data and operate survey instruments requiring close visual attention to detail.
  • Ability to make presentations to boards, commissions, and community groups.
  • Ability to establish and maintain effective working relationships with contractors, professional engineers, homeowners, neighborhood groups, consultants/contractors, county staff, and the general public.
  • Ability to lift and/or carry up to 50 pounds.
  • Ability to travel to remote worksites.
  • Ability to perform fieldwork and construction inspections requiring walking on uneven surfaces and exposure to fumes, dust, noise, and inclement weather.
  • Ability to work nights and/or weekends as required to attend public meetings.
  • Graduation from an accredit four year college or university with major course work in civil/environmental engineering or a closely related field, and
  • Five years of progressively responsible civil/environmental engineering experience, or
  • Any equivalent combination of education and experience that will have provided the required knowledge, skills, and abilities.
  • Must have successfully passed the Principles and Practice of Engineering exam for Civil Engineering in the State of Iowa.
SPECIAL REQUIREMENTS:
  • Successful candidate must pass a post-employment offer physical examination and physical capacity testing to ensure candidate meets the essential physical requirements of the position.
  • A criminal background check is required.
  • A drug screen is required prior to final offer of employment.
  • A valid State of Iowa driver's license is required.
