Overall Objectives of Position The Chief Human Resource Officer leads and oversees all aspects Human Resources and is an active member of the executive team as well as a key partner tasked with facilitating strategic planning and initiatives. This job description is not an all-inclusive list of duties and responsibilities of this position. The Chief Human Resource Officer is expected to live the Purpose and Values of the Poarch Band of Creek Indians and will go beyond the call of duty.

Primary Responsibilities of the Chief Human Resource Officer

  • Responsible for the overall administration and operation of the department, its documents, and strategic recruitment for the Tribe.
  • Analyses human capital data and industry trends to guide recommendations on company policy.
  • Builds a culture to improve employee retention, as well as aid in talent acquisition.
  • Facilitates and builds relationships to mine new talent pools.
  • Leads change management efforts as they related to human capital.
  • Keeps the Chief of Staff/Tribal Chair abreast of significant issues.
  • Works closely with the Legal Department in drafting policies.
  • Ensures the HR Manual is updated and compliant with applicable laws; Provides recommendations for policy amendments, as needed.
  • Ensures that all internal investigations are timely and compliant with applicable policies and procedures.
  • Oversees the strategic training and organizational plan to meet the needs of the Tribe and employees.
  • Oversees compensation programs to ensure regulatory compliance and competitive salary levels.
  • Evaluates and recommends changes to the employee benefits package in collaboration with other HR entities.
  • Recommends and maintains an organizational structure and staffing levels to accomplish goals and objectives.
  • Evaluates and implements technology for the improvement of human relations data management.
  • Ensures that all information/data within the Human Resources Department is kept in strict confidence and is well maintained.
  • Responsible for keeping the Tribal Chair and Chief of Staff abreast of all potential problems relating to Human Resources.
  • Ensures Tribal compliance with all applicable laws and regulations.
  • Is a member of the Executive Team and participates in meetings, as scheduled.
  • Develops and manages annual budget for the department and performs periodic cost and productivity analyses.
  • Provides updates to the Tribal Council on Human Resource related matters as requested
  • Performs other duties as assigned by the appropriate person.

Day-to-day Responsibilities

  • Provides day to day leadership to the Human Resource Department Management Team and inspires staff with Purpose and Values.
  • Provides coordination, direction and implementation of all Human Resource functions.

Education/License/Certification and Experience Requirements

  • Must have one of the following:
    • a. Master’s Degree in Human Resources; or
    • b. Master’s Degree in Business Administration with a concentration in Human Resources.
  • Fifteen (15) years of Senior/Executive Level (Director and above) Human Resource supervisory experience required.
  • SPHR certification preferred.

  • Experience in examining and re-engineering operations and procedures, formulating policy, and developing new strategies.
  • Proven success and experience in negotiating.

Additional Requirements

  • Must successfully pass the required criminal and character background check.
  • Must possess a valid state driver’s license and an insurable driving record according to Tribal insurance guidelines.
  • Ability to travel and participate in required training, leadership development, and other events.
  • Ability to adequately and successfully perform all duties and responsibilities of this position
  • Must reside within 60 miles of the Poarch Band of Creek Indian’s Reservation

COMPLAINTS ABOUT RECRUITMENT PROCESS:

Complaints about the recruitment or selection process for employment should be directed in writing to the Human Resources Director of PCI Tribal Government.

An applicant who disagrees with any issue related to the application or hiring process may submit a letter to Human Resources within ten (10) calendar days from the date the applicant knew or should have known that an adverse hiring decision had been made.

Human Resources will provide a written response within fourteen (14) calendar days informing the applicant of any administrative remedy to be provided. The decision of the Human Resources Director shall be final and not subject to further administrative appeal. Any applicant who has exhausted all administrative remedies may be eligible to file a complaint with the TERO Office.
