Planrva is Hiring a Data Analyst Near Richmond, VA

Data Analyst

PlanRVA seeks candidate to perform analyses on transportation, land use, and urban/regional planning datasets.

Core competencies:

  • Proficiency in effective verbal and written communication
  • Ability to manage multiple long-term projects; perform literature reviews, web-based and other qualitative research and analysis
  • Extensive knowledge of research methods, survey and statistical analysis, analytical and data synthesis as well as principles, methodology, practices of research and data collection and representation, including GIS, Tableau, or other data visualization tools
  • Experience with programming and analysis tools such as R and Python
  • Understanding of the fundamentals of transportation planning with ability to develop spatial analysis tools and reports using geographic information system software such as ArcGIS to assess impacts from transportation projects on the surrounding community

An ideal candidate will possess working knowledge of the following:

  • Federal & State (Virginia) funding programs, requirements and performance standards
  • Foundations of Regional Planning, land use practices & transportation modes consistent with Virginia Code
  • Comprehensive planning and programming for Richmond region/metropolitan area, including developing plans/models related to regional transportation network such as the Richmond Regional Travel Demand Model (RTC)
  • Research practices to compile and analyze data needed for planning models including developing base year socioeconomic data for RTC model and developing jurisdictional population forecast by the cohort component method
  • Long-range future year travel forecasts for RTC model & subarea and corridor extractions from RTC model as needed for regional planning studies
  • Future year regional transportation network planning and deficiency analyses of regional transportation network as the starting point for the development of Richmond region’s next LRTP
  • Local government officials’ and partner agencies’ needs for output from regional planning models, particularly requests for RTC modeling needed for planning purposes

Supervisory Responsibility

This position is generally not responsible for supervision of other personnel but may have responsibility for project management and team coordination.

Position Type/ Expected Hours of Work

This is a full-time position. Standard days and hours of work are Monday through Friday, 8:00 am to 4:30 pm; flexible schedules are permitted with prior approval. Occasional evening and weekend work may be required for specific project deadlines or meetings as job duties demand.

Required Education and Experience

Masters' degree in planning, public administration, or related field. Bachelor's degree with 5 years of progressive relevant experience in listed fields also accepted. Ideal candidates will have at least one year working experience as Data Analyst or in related field.

Work Environment

This job operates in a professional office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

Physical Demands

  • While performing duties of this job, the employee is regularly required to talk or hear.
  • The employee is frequently required to stand, walk, use hands to touch, handle or feel and to reach with hands and arms. 
  • The position requires the ability to occasionally lift office products, small equipment and supplies up to 30 pounds.
  • Must possess the visual acuity to prepare data and statistics, to perform accounting, to operate a computer, and to read extensively.
