Summary
The Director of Public Affairs Louisiana is responsible for directing, managing, and implementing the advocacy, public affairs, community relations, government relations and public policy priorities for PPGC in Louisiana.
Essential Duties and Responsibilities
Plans, develops, organizes, implements, directs and evaluates the organization's Louisiana public affairs programs, strategic outreach, day-to-day function and performance.
Maintains and develops relationships with national-level, statewide and affiliate-level public affairs staff, coalition partners and contract lobbyists.
Formulates and executes legislative and regulatory plans and activities, including developing legislative agendas, strategy, messages and materials; direct lobbying (federal, state, local/regional); monitoring legislation/regulations; and evaluating program outcomes.
Develops and cultivates relationships with decision makers (including elected officials and their staff) and those who influence them. Provides leadership-level strategic support for volunteers and advocates in their outreach to key decision makers.
Responsible for planning, implementation and monitoring of strategic, coordinated, and results-oriented grasstops and grassroots organizing and campaigns throughout PPGCs Louisianas service area and for activities that build local community and statewide support and cultivate financial support. Stay apprised of best practices in field organizing and provide Public Affairs team with recommendations to increase effectiveness and efficiency of programs.
Conduct coalition building activities at the local level to broaden PPGCs community involvement and to reinforce existing and establish new relationships that support the legislative agenda and mission.
Assists in the development of strategic annual plan and budget to support PPGC public affairs and legislative goals. In coordination with the Vice President of Strategic Partnerships, LA, conducts regular and ongoing monitoring of financial performance.
Assure departmental adherence and compliance to affiliate policies, procedures and practices. Serves as the primary compliance contact and manager for Louisiana-based affiliate and ancillary organizations lobbying, advocacy and political work.
Ensure data systems and tools (e.g. Voter Activation Network, Volunteer Hub, EveryAction) are current, can be effectively accessed and staff are trained. Make recommendations on new technologies and creative strategies that could increase the effectiveness of organizing work; expand and keep activists engaged.
Collaborate with PPGC Development team to identify and pursue opportunities and resources to support and grow programs and activities, including donor identification and cultivation and foundation grants.
Works collaboratively on legislative, advocacy and political efforts with the Texas public affairs team as needed.

Supervisory Responsibilities
Supervises the Louisiana-based Community Organizer(s), volunteers and interns as needed. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications
Five years of related and/or applicable Public Affairs experience in a political or social issues setting plus a strong interest in reproductive health and rights advocacy.
Strong internet research skills and working knowledge of online advocacy systems.
Strong written skills
Strong interpersonal and communication skills
Able to handle multiple priorities/projects
Attention to detail
Initiative and ability to work with minimal direction; requires decision-making, independent judgment and/or action, creativity, problem solving and use of discretion
Knowledge of business practices/protocol
Knowledge of sexual and reproductive health (SRH) issues and the political environment in Louisiana
Education and/or Experience
Bachelor's degree (B. A.) from four-year college or university; five years related experience and/or training; or equivalent combination of education and experience.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, grant proposals, business correspondence, procedure manuals, and advocacy materials.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills
Excellent working knowledge of computer software -- word processing, spreadsheet, presentation, and database applications
