People Community Clinic is Hiring a Chief Financial Officer Near Austin, TX

Overview

The CFO supports the mission of PCC by planning and overseeing the fiscal operations of the organization in order to maintain the clinic’s financial health.

Responsibilities

Management and Planning:

  • Oversee the structure and processes necessary to manage and strategically plan the organization's Financial Services and Revenue Cycle Management (RCM) operations. Anticipate change, make decisions in a timely manner, communicate change as an opportunity and respond to uncertainty with productive solutions.
  • Maintain and update the Clinic’s financial and accounting policies and procedures consistent with organizational requirements and goals.
  • Oversee short and long term financial planning and provide recommendations to the board leadership.
  • Oversee internal controls including purchasing, inventory and cash management; and oversight of annual external audit.
  • Review and approve all contracts.

Leadership and Supervision:

  • Manage departmental leadership in Finance and Revenue Cycle Management including hiring, training, coaching, supervision and evaluation.
  • Work closely with the CEO and Chief Compliance Officer to ensure consistent cooperation and communication between all clinic departments that enhances the effectiveness of the Clinic’s mission and promotes compliance.
  • Identify opportunities to improve work flow, work processes and patient care, and work cooperatively to implement these and other quality improvements.

Financial Oversight, Analysis, Budgeting and Reporting:

  • Responsible for the overall financial management of PCC, including but not limited to payroll, accounts payable, financial statements, fee structures, accounts receivable, planning, budgeting, cash flow, and general monitoring of the financial status of PCC. Additional responsibilities include maintaining internal controls, ensuring a successful annual audit, financial management of grants, and performing the necessary and appropriate financial/program and expansion opportunities analyses.
  • Prepare, review, interpret, and present ad hoc and monthly financial reports for the PCC management, Board Finance Committee and Board of Directors.
  • Conduct cost analyses and oversee development of strategic managerial reports in coordination with the COO, the Chief Medical Officer (CMO) and the CEO. Oversee development of financial reports for Clinic funding sources.

Revenue Cycle Management:

  • Senior management level oversight of internal RCM and outsourced billing company.
  • Develop and implement current and future strategies to improve net revenue and collections results by taking a global view of clinical and financial processes, functions, and interdependencies. 

Qualifications

Education: Bachelor’s degree in Accounting or Finance required; Master’s degree preferred.

Experience:

  • Minimum of 10 years accounting or finance background with at least 5 years of senior management/executive level financial experience in a health care setting; FQHC experience preferred.
  • Experience in working with a volunteer Board of Directors and Board Finance Committee.
  • Proactive leader and team player with excellent analytical, organizational and communication skills.
  • Demonstrated business skills in planning, use of information systems, financial management, budgeting, reimbursement and managed care, healthcare economics, and medical practice management.

Certificate/License: CPA preferred

Knowledge, Skills, and Abilities:

  • Ability to flourish in a team management environment and enjoy working with a cohesive team
  • Business skills in planning, use of information systems, financial management, budgeting, reimbursement and managed care, healthcare economics, and medical practice management.
  • Ability to teach and educate and to articulate positions effectively
  • Demonstrated ability to coach and counsel employees, as well as definitive mentoring skills
  • Ability to positively interact with people of diverse backgrounds
  • Demonstrated track record of superior performance in Finance leadership roles
  • Knowledgeable of not-for-profit, accrual accounting in accordance with Generally Accepted Accounting Principles
  • Excellent oral, written and listening communications skills, including strong presentation skills
