Title: Cost Analyst

PBG has multiple openings for an elite, hand-picked team that will provide integral support to each eligible presidential and vice-presidential candidate. This support offers services and facilities to prepare candidates to assume official duties: office space, IT equipment, supplies. Within one year, the program team is fully operational and supporting the candidates. The program will assist in a potential transition of administration with critical technology, equipment, and logistics support. Critical program support includes sourcing, contracts, IT management, program administration, project management, and more.

Overview:

PBG Consulting is seeking a Cost Analyst in support of a mission-oriented critical program. The successful candidate will perform robust quantitative analysis and grow their functional expertise developing data-driven cost estimates for this program. The right candidate will lead data collections to support the development of dynamic, complex cost models. This person will analyze and evaluate raw data through regression and other statistical methods to identify cost drivers.

Location: Remote (USA)

Key responsibilities:

  • Provide day-to-day financial support and analysis of technical, programmatic, schedule, labor, and cost data to support the development of various types of cost estimates.
  • Be able to work as part of a team, and independently, on several cost estimation and cost evaluation projects simultaneously.
  • Provide expertise to assist with cost estimating to include Independent Government Cost Estimates (IGCEs) & Rough Order of Magnitude estimates (ROMs), and proposal cost/price analysis.
  • Serve as a trusted advisor to Contracting Officer and Contract Specialists on all pricing matters and financial aspects of supplies, services, and procurements.
  • Support source selections through cost reasonableness and price volumes evaluation.
  • Analyze contractor proposed/quoted cost/price for reasonableness and fairness.
  • Conduct research and analysis of the current market and other agency purchases of similar products and services, review historical prices, perform comparative analysis to similar programs, and obtain pricing data to facilitate the development of realistic program costs.
  • Collect and analyze data in order to estimate the time, money, materials, and labor required to complete a project and/or procure a product.
  • Develop and refine cost estimates by applying quantitative models, techniques, tools and databases to predict future program costs.
  • Conduct parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, and cost-benefit analysis.

Required skills and experience:

  • The candidate must possess a bachelor's degree and a minimum of 5 years of related experience.
  • Experience with cost estimations, inflation, regression, and cost estimating principles.
  • Working knowledge of federal and Government contracting (i.e., FAR and DFARS) requirements and acquisition life cycle.
  • Proficient in drafting (for Government approval) procurement request package documents.
  • Experience with GovCon cost estimation and planning efforts.
  • Excellent verbal communication, written, and quantitative analytical skills.
  • Ability to work on multiple projects, which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.
  • Demonstrated outstanding level of professionalism in providing client support, including ability to exercise good judgment, discretion, tact, and diplomacy.
  • Sound business ethics, including the protection of proprietary and confidential information.
  • Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
  • Ability to work with all levels of internal staff, as well as outside clients and vendors.
  • Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude.
  • Exceptional computer skills, such as utilization of the advanced features of Microsoft Office Suite.
  • Must be a US Citizen.
  • Ability to obtain and maintain a Public Trust.
