The Business Operations Specialist must be enthusiastic to work in a team-oriented environment alongside colleagues with varying levels of experience. PROJECTS: Parsons is managing a Technical Services (TS) program for an agency within the Department of Defense to review third party A/E work; conduct studies, analysis, testing and measuring; perform specialized engineering services, planning and design reviews; commissioning services; construction oversight on worldwide delivery orders, and information technology (IT) support. RESPONSIBLITIES: Parsons is seeking a Senior Business Operations Specialist whose duties include, but are not limited to: Assist with development and updating of trainings, project documents, processes, and procedures. Provide insight on factors affecting the timely completion of projects – provide solutions. Develop and communicate support project task planning and schedules. Prepare status reports and performance evaluations. Gathers data on existing functional group processes from interviews with managers and employees. This includes collecting samples of current procedures, practices, and standards, as well as related documents and forms. Evaluates current work flow captured in work process diagrams and develops recommendations for process improvements. This may involve creating new processes, revising current processes, and/or automating processes to improve efficiency and effectiveness within the organization. Develops recommendations and guidance documentation for new or revised processes (e.g., flow diagrams, procedures, manuals, reports, specifications, procurement documents, etc.). Ensures proper translation of technical information from functional groups into document formats that are easily understood by the end user. Submits recommendations (including guidance documentation) to functional managers for their review and approval, and incorporates any subsequent recommendations into the new processes prior to publication. Identifies specific business processes that are targets for immediate and long-term development. Works with senior functional management to set goals for these targeted areas and to assign priorities for study and intervention. Reviews and assesses the status of newly-implemented business processes and their supporting solutions. May assist in analyzing the cost elements to ensure effective and efficient operations. Regularly identifies and recommends further improvements to prepare for Parsons future business needs and growth. QUALIFICATIONS: Bachelor's degree in a technical or support related field. Related experience maybe be substituted for a degree. 8-10 years of related work experience. This is a full-time position, based in Annapolis Junction, MD. Active TS/SCI w/Polygraph Clearance Required. Must be a US Citizen. SKILLS/COMPETENCIES: Familiarity with facility operation and maintenance industry practices. Familiar with General Mechanical and Electrical construction / renovation practices and timeline. Ability to multi-task. Expertise in a broad range of business application systems and specific business processes combined with a knowledge of organizational change. Strong business background with understanding of the process used for business analysis planning. Ability to lead and mentor members of the team in various business analysis techniques. Written and oral communication skills appropriate for the position, including the ability to speak with authority on technical issues in various professional settings and to persuade listeners regarding best approach to resolving user's problem (may include communication via telephone, in person, presenting to large groups, community events). Ability to write complex documents (may include policies and procedures and presentations). Communicates with a wide variety of individuals (employees and all levels of management) throughout the organization and outside of the organization (i.e. clients, vendors). Excellent interpersonal skills and ability to serve in a leadership role. Excellent analytical skills translating technical functional information into established end user documentation meeting the needs of a global, culturally diverse organization. Proficiency in analyzing situations in business terms, i.e. ROI, cost per unit, etc. Strong attention to detail.
