Location: Remote

Position Description:

The Management Consultant provides strategic planning, implementation, and facilitation of organizational change management, governance, policy, communication, and process activities.

Minimum/General Experience: 10 years of experience

Minimum Education: Bachelors' Degree in an associated discipline or the equivalent years in experience Project Management Professional (preferred), Certified Management Consultant (preferred)

Essential Skills/Qualifications:

  • Knowledge and skills for a multidisciplinary approach to managing change and transition within organizations, programs, and projects
  • Knowledge of the federal acquisition lifecycle
  • Knowledge of common business software, project management programs, and IT systems
  • Ability to establish and maintain strong relationships and influence others to move toward a common vision or goal
  • Above average research, analysis, and presentation skills
  • Experience with overseeing federal government programs
  • Familiarity with the program management of large federal programs
  • Ability to deliver projects on-time and on-budget within the scope
  • Above average verbal and written communication skills
  • Above average organizational skills
  • Above average attention to detail
  • Above average interpersonal skills
  • Ability to be self-directed and an independent contributor to the team

Security: Ability to obtain/maintain a Federal Civilian Public Trust

  • U.S. Citizenship or permanent resident

Federal Civilian Public Trust Consists of a review of up to but not limited to:

  • Covers 5-10 year period and in some instances lifetime events
  • OPM Security Investigations Index (SII)
  • DOD Defense Central Investigations Index (DCII)
  • National Agency Check (NAC) records
  • FBI name check
  • FBI fingerprint check
  • Credit report check
  • Written inquiries to previous employers and references listed on the application for employment
  • Potential interviews with the subject, spouse, neighbors, supervisor, coworkers
  • Law enforcement check
  • Court records check
  • Education check- Attendance and Degrees

Tasks/activities include, but are not limited to:

  • Provide subject matter expertise in multiple areas (e.g., strategic planning, governance, program management, earned value management, performance management, change management, process reengineering)
  • Assess and develop plans associated with transition management, implementation of major initiatives, communications associated with major initiatives, risk assessment, and organizational transformation and culture change
  • Conduct program planning, audits, and evaluations related to large scale programs
  • Facilitate discussions with client to determine areas of possible improvement
  • Outline the scope of work and identify schedules, milestones, and required resources to meet objectives
  • Design, conduct, and assess surveys to evaluate organization's products and services, operational and management processes, information, technology, human resources, and related information
  • Perform quantitative and qualitative analysis to support the correct solution
  • Support program analysis, strategic planning, integrated master scheduling, metrics, acquisitions management, and risk management in support of business process engineering/re-engineering
  • Conduct change management assessments and change management strategy
  • Prepare recommendations for implementation of new systems, procedures, or organizational changes
  • Develop and carry out communication with internal and external project teams
  • Coordinate with clients and train users to ensure smooth implementation and functional performance of new systems, procedures, or organizations
  • Manage and create process documents and operational documentation
  • Assess and identify mitigation strategies for program/project risks
  • Support the analysis and interconnection of technology tools
