Description

Position Summary

Oversees the people functions of the organization in accordance with the agencys strategic goals and objectives, policies and practices, values, and employment law. Serves as a member of the leadership team. Oversees all HR functions, including labor and employee relations.

 

Essential Duties

  • Structures, develops, organizes, implements, directs and evaluates the organization's HR functions.
  • Maintains compensation and benefits; performance management; employee and labor relations; health and safety; diversity, equity, and inclusion; and training.
  • Conducts investigations as needed into employee conduct, harassment, and other areas of employee relations.
  • Acts as management representative on Union negotiations, in all labor relations and cultivates collaborative relationship with the Union. Provides expert advice on collective bargaining and labor relations procedures.
  • Conducts pay assessments using various vetted sources for new positions and reassesses positions as requested by Union or Management or as needed.
  • Leads and manages HR department staff.
  • Manages the training, payroll, benefits, Safety and Health and DEI functions
  • Provides expert advice, coaching, and counsel to supervisors on all HR related matters.
  • Reviews personnel actions with an equity lens and ensures equitable treatment of employees.
  • Implements and reports on staff engagement surveys.
  • Researches, develops, writes, and updates policies as needed.
  • Provides necessary training to managers, supervisors, and staff regarding best practices, employment laws and successful leadership. .
  • Conducts monthly supervisor workshops on best management practices.
  • Leads and ensures the effective implementation of the performance management system including performance development plans.
  • Manages new employee orientation or onboarding, management development, and staff development.
  • Supports the HR Manager in effective recruiting and hiring practices and procedures.
  • Supports the HR Manager and HRIS Administrator functions of maintaining the HRIS system.
  • Oversees all Leave Management, ensuring compliance with state, local and federal leave laws.
  • Maintains knowledge of industry trends and employment legislation and ensures organization's compliance. Ensures compliance with federal, state, and local laws and regulations.
  • Liaises with legal counsel on complex personnel issues to ensure compliance with federal, state and local laws.
  • Tracks and reports HR metrics to the leadership team.
  • Keeps the Executive Director informed of problems that jeopardize the achievement of agency goals.

Knowledge and Skills

Knowledge

  • Advanced working knowledge of diversity, equity and inclusion initiatives.
  • Advanced working knowledge of Leave Management.
  • Advanced working knowledge of HRIS systems.
  • Broad knowledge and experience in employment law, payroll, wage and hour law, compensation, organizational development, employee relations, and training and development.

Skills

  • Excellent skills in the administration of benefits and compensation programs.
  • Excellent skills in building and maintaining a collaborative relationship with Union stewards and staff.
  • Excellent oral and written communication skills.
  • Excellent interpersonal and coaching skills.
  • Excellent computer skills.

Education and Experience

  • Five years experience as an HR Manager or HR Business Partner or similar position in a unionized environment.
  • SHRM-CP/SCP or PHR/SPHR preferred.

Working Conditions

This position is located in a typical office and clinic environment, with moderate noise.

Physical Requirements

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Regular use of hands and fingers to type. Talking and hearing, standing, sitting and walking is required on a regular basis.

Required Qualifications

Five years’ experience as an HR Director or HR Manager or similar position in a unionized environment.
