About the Position and Department
Under the general direction of the Chief of Engineering, plans, organizes, supervises, directs, manages, and coordinates programs and activities of staff and of several Sections of the Engineering Department which includes Water Resources, Planning, Design, and Environmental; and provides complex technical and administrative support to the Chief of Engineering.
The Engineering Department is responsible for the Planning, Budgeting, Design, Construction, and Inspection of all Otay Water District facilities as well as the administration of all developer and new customer construction and service applications. Projects include facilities for water, recycled water, sewer and support facilities, such as pipelines, reservoirs, pump stations, wells, ponds, and a treatment plant. The Engineering Department also manages an annual Capital Improvement Program (CIP) of approximately $15.3 million (2024). The Department has a staff of approximately 29 employees supplemented by the services of consultants.

Experience:
Seven (7) years of experience in planning, design, construction, and construction management for a water, wastewater, and/or reclaimed water facility, including four (4) years of experience managing consultants or two (2) years of related supervisory experience.

The Otay Water District is a water, recycled water, and sewer service provider. Through the efforts of a small group of private citizens, ranchers, and landowners who were concerned about the declining quality and quantity of water from their rural wells, the State Legislature authorized the establishment of the Otay Water District in 1956 as a California Special District under the provisions of the Municipal Water District Act of 1911. The Otay Water District is a "revenue neutral" public agency where each end user pays only his or her fair share of the District's costs of acquiring, treating..., transporting, or the operation and maintenance of the public water, recycled water, or sewer facilities. The District provides water service to nearly 226,000 customers within roughly 125 square miles of southeastern San Diego County, California. Its facilities serve the water, recycled water, and the sewer needs of customers residing in the communities of eastern Otay Mesa along the international border with Mexico, eastern Chula Vista, Jamul, Spring Valley, Rancho San Diego, and unincorporated areas of El Cajon and La Mesa.
