Osceola County is Hiring an IT Project Manager III Near Kissimmee, FL

Under general direction, the Project Manager III manages the entire project lifecycle, from initiation to closing. The Project Manager III is responsible for preparing formal solicitation and project documents for the purchase, development, implementation, or maintenance of enterprise systems and technical solutions. The Project Manager III is also responsible for defining system specifications and eliciting and documenting user requirements. The Project Manager III effectively uses industry standard project management practices to plan and manage projects with a successful outcome that includes satisfied customers and achievement of intended strategic value. The Project Manager III effectively collaborates with vendors, technical resources and departmental stakeholders with professionalism, diplomacy and tact. The employee is expected to show leadership and mentor less-experienced Project Managers.

  • Perform requirements analysis for projects ranging from software upgrades and enhancements to the acquisition of new systems and the development of new applications.
  • Formulates and defines project scope and deliverables through research and analysis of business processes based on a thorough understanding of information systems and industry best practices.
Project Management
  • Applies industry standard project management principles and best practices throughout the project lifecycle.
  • Identifies and negotiates stakeholder expectations and ensures shared understanding of project goals and objectives.
  • Effectively communicates project status to stakeholders and senior management.
  • Leads and manages project team members and stakeholders to ensure full participation and engagement.
  • Ensures that project outcomes, action items and questions are properly recorded and actioned.
  • Manages resources, schedule, scope and budget to achieve desired project outcome.
  • Meets or exceeds established project performance indicators.
Customer Service
  • Advises management on situations that may require additional client support or escalation.
  • Consistently provides excellent customer service.
  • Responds to, and effectively manages, customer inquiries and complaints with sincerity and empathy.
  • Communicates to the customer the status of requests for assistance as well as establishes a service level expectation with them.
  • Performs duties as assigned/necessary which are logically related to the position.

  • Contributes to the improvement of project management practices and project outcomes through a continuous cycle of excellent performance, assessment and adjustment.
  • Identify, recommend and implement practices and methodologies and techniques that result in improved customer satisfaction and more predictable and successful project outcomes. 
Leadership
  • Effectively build organizational relationships that fosters professional alliances.
  • Demonstrate and in-depth knowledge of Department and County objectives and the ability to apply those objectives to project planning and prioritization.
  • Demonstrate a high level of responsibility and accountability for effective use of project resources.
  • Effectively build and manage stakeholder relationships to generate buy-in from both business and technical management. 
  • Promote the use of project management to accomplish organizational goals through the effective sharing of related practices, information, value and ideas.
  • Mentor and/or guide Project Services team in locating the necessary tools and processes to identify troublesome trends as they develop.
  • Assist in developing strategic plans and identify key success factors, set priorities, and allocate the resources to achieve unit, division, and County goals.
  • Assist with the budget planning. This includes priority analysis, organizational goal alignment, and resource constraint analysis so as to maximize the effectiveness of the department’s ability to achieve its goals.
  • Education:
    • Bachelor’s Degree in Management Information Systems, Information Technology, Computer Science or a closely related field.
    • PMI Project Management Professional (PMP®) or Prince2® certification.
  • Required Experience:
  • Ten (10)) years progressively knowledgeable, responsible and skilled experience in formal project management including the following areas:
  • Proven ability to manage multiple projects simultaneously using the PMI framework.
  • Implementation of an enterprise application in a corporate environment.
  • Desired Experience:
    • PMI Agile Certified Practitioner (PMI-ACP®)
    • Portfolio Management
    • Earned Value Management (EVM)
    • Quality Assurance (QA)
    • Project Risk Assessment
    • Program Management
    • ITIL v3 certification
Miscellaneous: An equivalent combination of education, certification, training and/or experience may be considered in lieu of required education or experience. Must possess a valid Florida Driver's License.
  • Expert ability to translate business needs into technology solution requirements for vendors, system engineers and developers.
  • Expert ability to engage and manage the needs and expectations of customers.
  • Expert ability to build and effectively manage relationships with suppliers and service providers.
  • Expert ability to coordinate and facilitate project work across functional and departmental teams to accomplish a shared objective.
  • Expert ability to transition technology solutions from project to operations management.
  • Expert ability to clearly communicate information both verbally and in writing.
  • Expert ability to interpret technical and trade journals, industry specific periodicals, product/manufacturer specifications, and related technical information and data.
  • Expert ability to utilize personal computers, standard office equipment and standard software applications, e.g., word processors, database software, spreadsheet applications.
  • Expert ability to establish and maintain effective working relationships with employees, division and department heads, public/private sector contacts, and County administration.
PHYSICAL DEMAND RATING:
Physical Demand: Light
  • 20 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
  • If less lifting involved will require significant walking/standing may be required.
  • If mostly sitting is involved will require push/pull on arm or leg controls.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eye sight for production or safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
  • Required to have clear vision at distances of 20 inches or less.
