Oregon Pacific Bank is Hiring a Director of Human Resources Near Eugene, OR

 

JOB SUMMARY

The Director of Human Resources will serve as the head of the Human Resources function leading and creating initiatives, systems, and best practices to recruit, develop, and train a diverse and high-performing workforce and who will build an inclusive organizational culture that supports advancement of Oregon Pacific Bank’s strategic plan . 

ESSENTIAL FUNCTIONS

Candidate Recruitment, Hiring and Onboarding

  • Develop and implement targeted recruitment strategies to ensure a robust applicant pool for all openings.
  • Manage the hiring process to ensure consistency across departments.
  • Evaluate and update the onboarding function for new staff members to ensure orientations are standardized and effective.

 Professional Development and Performance Management

  • Oversee the Bank’s program for effective employee development, training and workplace culture. 
  • Leads development and implementation of an organization wide diversity, equity and inclusion strategy.
  • Train, coach, and support managers to navigate evaluation, training, promotion, discipline, termination, and other HR issues.
  • Oversee the Bank’s performance review process ensuring thoroughness, fairness, and accountability to ensure compliance with employment law.
  • Collaborate with managers to update job descriptions and implement a system for regular review and revision to descriptions.
  • Develop internal staff trainings and identify relevant available external trainings.

 Benefits/Payroll Administration

  • Research, implement, and maintain salary scales to standardized salary ranges across the company and relative to peer organizations.
  • Negotiate benefits plan renewals to balance quality coverage with expenses for the Bank and employees.
  • Supervise the Payroll Officer for all payroll and Human Resources Assistant for benefits administration related responsibilities and monitor relevant reports to ensure accuracy.
  • Serve as the Plan Administrator for the Bank’s Safe Harbor 401(k) plan.
  • Oversee administration of the annual payroll budget
  • Oversee administration of the Bank’s employee and director bonus plans. 

 General HR Administration 

  • Understand, interpret, and share relevant laws related to personnel management to ensure all HR processes and actions comply with these laws.
  • Oversee and ensure compliance with OFCCP requirements for Affirmative Action
  • Oversee maintenance of all personnel records in an accurate, legal, and confidential manner
  • Oversee administration of COBRA compliance
  • Oversee duties of all HR staff, providing guidance, training and leadership 
  • Serve as a non-voting member of the Bank’s Compensation Committee

 WORK CONTEXT

This is a full-time position located in either the Eugene or Florence locations.

Ability to concentrate and focus on essential functions in appropriate priority order is required. Requires interaction with clients and co-workers in sometimes difficult circumstances requiring patience. Requires being punctual, dependable, meticulous and responsible for work outcomes and results. Requires sitting for long periods and traveling to other departments and locations, as needed. Requires contact with others by telephone conversations, use of electronic mail, and face-to-face discussions. Requires completion of assigned on-line training courses with a passing percentage. Professional environment requiring appropriate professional demeanor and attire. Work is performed indoors in environmentally controlled conditions.

JOB SPECIFICATIONS (Applicant must qualify under the following specifications)

Education: College degree in human resources or equivalent professional experience

Experience: 8 to 10 years of experience managing a human resources or personnel department. Extensive knowledge of personnel administration principles, wage and salary administration, job analysis, compensation, employment and other labor laws and retirement plans and programs

Certifications: SHRM-SCP, SHRM-CP, PHR preferred

Demonstrated Skills:

  • Extensive knowledge of human resources regulations and compliance issues
  • Ability to communicate in an effective manner and to compose professional correspondence and documents
  • Familiarity and experience with a variety of banking concepts, policies, and procedures
  • Ability to train, mentor, and supervise department personnel
  • Ability to maintain confidentiality
  • Proficiency in computer programs such as Word, Excel, Payroll software, etc.
  • Always maintain a confidential and professional demeanor
  • Competency in face-to-face contact, providing exemplary and cooperative service that supports a team environment
  • Competency in communication with tact and diplomacy
  • Ability to tolerate elevated levels of stress
  • Ability to interpret bank policies and procedures
  • Ability to organize and prioritize
  • Ability to lift 30 pounds if necessary
  • Ability to work hours required to fulfill job expectations
