COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.
BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Finance and Treasury (OFT), Economic Development Finance (EDF).The incumbent reports to the Associate Treasurer of Asset Management and provides policy analysis of programs of critical importance to the OCFO and the Government of the District of Columbia. Duties include, but are not limited to: providing comprehensive information and analysis of policy issues and developing reports, presentations and other relevant material; leading complex policy and analysis teams; overseeing District debt issuance for Tax Increment Financing bonds and other economic development financing; reviewing laws, contracts and bond issuance documents; negotiating financial terms of financing agreements with real estate developers; identifying and mitigating financial and fiscal risks to the District; contributing to the analysis and evaluation of economic development of the District of Columbia, potential economic development deals with private developers, changes in development policy options, and/or long-term financial expectations; creating financial spreadsheets and analyzing financial statements and projects proformas in the context of policy initiatives; acting as a liaison to District agencies engaged in economic development; ensuring the successful completion of bond issuances; preparing and formatting findings for hearings, briefings, and other uses. Performs other related duties as assigned.
Six (6) years of progressive experience performing duties related to conducting research and analyzing data for real estate, public financing programs and economic development projects; reviewing and negotiating large real estate development contracts; reviewing and filing comprehensive financial disclosures; possessing advance knowledge of managing debt and bond issuance. Master's degree in public policy, economics, finance, real estate, business administration or related field is highly preferred.
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

COLLECTIVE BARGAINING UNIT:
Employment with the OCFO is at will. However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS:
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
