OF VACANCIES: One (1) or moreAGENCY:Office of Finance and Treasury, Office of Economic Development FinanceDURATION OF APPOINTMENT: Permanent COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.
BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Finance and Treasury (OFT), Office of Economic Development Finance (EDF). The incumbent provides policy analysis of programs of critical importance to the OCFO and the Government of the District of Columbia. Duties include, but are not limited to: serving on complex policy and analysis teams, researching appropriate subject matter; analyzing development proposals; providing analysis to all sides of policy issues and developing reports, presentations, and other relevant material; contributing to the analysis and evaluation of the economic development of the District of Columbia, potential economic development deals with private developers, changes in development policy options, and/or long-term financial expectations; creating financial spreadsheets and analyzing financial statements and projecting proformas in the context of policy initiatives; preparing and formatting findings that may be used in hearings, briefings, and other uses; verifying banking transactions related to economic development debt; and ensuring the successful completion of bond issuances. Performs other related duties as assigned.
Three (3) years of progressive experience performing the related duties and responsibilities such as conducting analysis of financial data and developing financial spreadsheets. One (1) year must include: conducting economic research; possessing knowledge of proformas, debt or tax issues; and advanced knowledge of developing financial spreadsheets and/or models. Master's degree in public policy, economics, finance, business administration or related field is highly preferred.
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

COLLECTIVE BARGAINING UNIT:
Employment with the OCFO is at will. However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

RESIDENCY PREFERENCE:

SALARY REDUCTION OF REEMPLOYED ANNUITANTS:
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
