ABOUT CJA

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to tens of thousands of persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s databases, which are used to conduct research on case processing, court outcomes, and criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day, seven days a week within the five boroughs of NYC, employing over 270 employees, citywide.

WHY CJA?

CJA provides services and solutions to reduce jail overcrowding and unnecessary detention in New York City. A not-for-profit agency funded through the Mayor’s Office of Criminal Justice, CJA is uniquely positioned to provide the City’s Criminal Justice leaders, policymakers and the public with information, technical expertise, and research about arrest and case processing within the five boroughs of NYC.

POSITION SUMMARY

Under the umbrella of the IT department, the Data Analyst will process, manage, and assemble quantitative datasets to support Research, Evidence-Based Practice, and operational targets for internal and external partners/stakeholders. This individual will support the ongoing evolutions of CJA’s criminal justice focused database, collaborating closely with colleagues within the Research and IT teams. The Data Analyst will also report on key statistical metrics related to case processing and court outcomes.

PRIMARY RESPONSIBILITIES

  • Write queries to systematically and accurately investigate data questions using advanced SQL techniques
  • Transform raw data into digestible feeds for research publications by authoring stored procedures in Visual Studio 
  • Design procedures to optimize data quality and automation for recurring projects
  • Document design of data processing through technical memos, codebooks, comments, and good programming practices
  • Investigate and resolve data issues with high level of complexity
  • Clearly communicate complex technical concepts to various audiences
  • Prepare statistical analyses to display research findings
  • Write and edit research publications 
  • Create clear visualizations

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in data science, criminal justice, economics, political science, public policy, sociology, or related field
  • At least 1 year of experience with SQL (Microsoft SQL Server/T-SQL preferred)
  • Experience with at least one of the following: Python, R, SPSS, or Stata
  • Experience merging and analyzing large quantitative datasets
  • Experience with Excel
  • The ability to work both independently and collaboratively, with a high level of organization
  • The ability to handle a variety of tasks and assignments concurrently while adhering to specific instructions, technical direction, and deadlines
  • Keen attention to detail
  • Desire to learn about the idiosyncrasies of processing criminal justice system data
  • A willingness to take initiative and see complex tasks through to completion

PREFERRED QUALIFICATIONS

  • Experience with inferential statistical methods (e.g., chi-square tests, t-tests, factor analysis, multivariate regression)
  • Experience with PowerBI or other data visualization tools

LOCATION: Lower Manhattan

SALARY: $70-$90K

Note: This is a hybrid role: 3 days in office Tuesday thru Thursday and 2 days remote Monday & Friday. Schedule is subject to change due to departmental needs.
