Noblis is Hiring a Remote Senior Scheduler

Responsibilities

Responsibilities: 

The Senior Scheduler will provide technical support to the Center for Medicaid and Medicare Innovation at CMS in creating and using templates, project schedules, timelines, data collection tools, agile life cycle models, checklists, reports, dashboards, and other artifacts to facilitate the development and distribution of guidelines for project schedule management as well as analyze schedule related critical path actions and risk mitigation.

The Senior Scheduler will also provide regular quality checks, considering the following factors as key pieces of information that need to be captured in each project schedule:

  • interdependencies between activities,
  • information technology system development or modification,
  • policy development,
  • contract/procurement actions,
  • beneficiary outreach and education activities,
  • oversight and monitoring requirements,
  • funding status,
  • risk identification and mitigation, and
  • any future mission critical schedule or reporting requirement.

The Scheduler will be responsible for designing, developing, and maintaining detailed resource-loaded schedules for implementation, developmental and operational systems.

Qualifications

Qualifications: 

  • Bachelor’s degree in management preferred; candidates without Bachelor’s degree must have extensive (minimum of 14 years), directly relevant experience and demonstrated record of sustained excellent performance
  • 10 years of management and scheduling experience, using MS Project Server 2013/CAPMS (or the current MS versions CMS is supporting)
  • Expertise in other scheduling tools such as: 
    • Microsoft Project; 
    • Significant experienced with Project Server, 
    • Schedule assessment tools, EVMS, reporting and risk management tools such as wInsight, Cobra, etc.; 
    • familiar with Microsoft Office tools, including MS Word, MS PowerPoint, and MS Excel and MS Access
  • Experience with CMS’s CMMI Group is highly desired.
  • Ability to develop/maintain integrated project schedules (capturing critical tasks and collaborating with team members of other integrated schedules), analyze schedule related critical path actions, analyze interdependencies between activities, and monitor any future mission critical schedules.
  • Customer-service and goal oriented
  • Excellent oral and written communication skills
  • Ability to work independently and as a team member under tight deadlines with changing priorities
  • Demonstrated understanding of CMS and customer/user roles and missions
  • Experience with Integrated Process Teams, Working Groups management, risk assessment and mitigation, test and deployment
  • The candidate is expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment.
  • Fluency in concepts such as work breakdown structure, program scheduling and status reporting, program reporting, and resource planning 
  • Ability to work as a team member in a diverse team 
  • Ability to deal effectively with both Government and contracted workforce members’ excellent verbal and written communication skills
  • Ability to present the Integrated Master Schedule to the project manager and walk through the schedule at a high level to keep the project manager current on upcoming, late and completed tasks
  • Ability to work with co-workers to help them understand the schedule

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions. · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
