The Chief Human Resources Officer is responsible for the planning, implementation, and management of the Network’s human resources policies, programs, and processes. Engage with the leadership on strategic and tactical organizational initiatives, translate them into actionable HR strategies. Ensure the HR strategies are consistent with the organization’s strategic plans, compliant with established HR processes and regulatory requirements.The incumbent will need to have a strong background in arbitrations in an 1199 unionized environment, with a very strong HR generalist type of background that has implemented and has had demonstrated success in moving an organization forward.
§Contribute to the development of organizational strategies and plans. Develop and implement HR strategies and solutions that support the short and long term plans.
§Provide advice and counsel to organizational leaders regarding individual and team development, decision-making, problem-solving and general management practices.
§Drive manager accountability for employee engagement and change interventions to facilitate transition. Effectively prepare managers to execute change.
§Act as liaison to the Board of Directors Personnel Committee. Prepare and present monthly personnel reports and other reports as appropriate to the Board.
§Participate in committee meetings and facilitate committee or other meetings as appropriate.
Employee and Labor Relations
§Negotiate union contracts; manage union relationships; interpret union agreements.
§Investigate employee grievances and guide and oversee disciplinary and performance management practices.
§Function as the Equal Employment Opportunity Officer.
§Create, revise and update employment policies, human resources documents and manuals, including, but not limited to, the Employee Handbook.
Management and Supervision:
§Effectively manage a user-friendly, customer service-oriented Human Resources function.
§Provide HR leadership, staff training and professional development opportunities.
§Prepare human resources policies (or revisions of same) for review and approval; implement approved policies.
§Ensure compliance with all applicable employment laws.
§Direct and supervise Human Resources staff.
Benefit Management and Compensation:
§Ensure employees receive timely and accurate information regarding their benefits.
§Research new benefit programs and evaluate existing programs and recommend additions and/or revisions to benefit offerings, balancing the organizations fiscal position with the goal of providing a comprehensive and competitive benefit program.
§Propose salaries for new positions and positions requiring salary adjustment.
Recruitment & Retention:
§Oversee the recruitment function and report on expenses and recruitment methods.
§Establish and maintain systems and services to recruit and retain qualified employees.
Training & Development:
§Continuously assess the needs of employees.
§Work with training team to prepare an annual training and development plan.
§Identify, acquire, or develop appropriate training resources as needed.
§Provide for training and development solutions to meet identified needs, according to a training and development plan.
§Assess the impact of training and development services provided.
§New Employee Orientation and resources for employee's first year as needed.
§Partner with Practice Coach and other members of practice improvement teams.
Other:
§Immediately report any problems unusual occurrences to supervisor.
§Other duties and/or projects as assigned.
Qualifications
§7 years experience as a member of an executive team, leading the human resources function in a mid-sized (250 employees) organization.
§5 years supervisory experience.
§Track record of strategic partnership, change management and organization development.
§Experience in program development and management.
§Ability to balance shifting priorities and keep track of multiple tasks and deadlines.
§Track record gaining trusting and establishing credibility.
§Team player with sensitivity to cultural and personal diversity.
§Professional achievements related to culture management and delivery of outstanding internal customer service.
§Strong computer literacy with proficiency in standard office software such as Microsoft Word, Excel, Outlook, Power Point, and Access.
§Proficiency with Human Resources Information Systems.
