National Oceanic & Atmospheric Administration is Hiring a Chief Operating Officer Near Silver Spring, MD

The Office of the Chief Operating Officer (OCOO) manages the day-to-day mission execution units responsible for delivering NWS weather, water, climate and space weather products, services, and information as well as the budgetary planning for 11 National Service Programs. The Office is responsible for coordinating and integrating all aspects of mission execution to ensure consistency of NWS products and services.

Qualifications:

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

SES Executive Core Qualifications (ECQs):
ECQ 1 -Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

Professional/Technical Core Qualifications (PTQs):
PTQ 1 - Experience in the physical sciences related to the provision of weather services as demonstrated by professional recognition in the fields of meteorology, hydrology, climatology, oceanography, and/or engineering. This also includes direct experience in assuring reliable information technology to support the processing of global weather, ocean, and/or hydrologic data and to the delivery of meteorological services to end users.

PTQ 2 - Demonstrated experience in managing day-to-day operations in a geographically distributed organization. This also includes experience in improving effectiveness or efficiencies of operations.

PTQ 3 - Demonstrated experience of the policies affecting the interrelationships of public and private weather warning and forecast roles and responsibilities.

Responsibilities:

The Chief Operating Officer (COO) leads coordination across mission execution units to ensure consistent NWS products and services meet partner and customer needs through COO management and oversight. The COO accepts responsibility for day to day mission execution for continued operation and management. Specifically, the incumbent has full responsibility for the following essential NWS functions:

1. Managing four subordinate Offices (Analyze. Forecast and Support Office, National Centers for Environmental Prediction,
(6) Regions, and the National Water Center).
2. Leading the Continuity of Operations Planning (COOP) to ensure organizational and management continuity.
3. Managing the NWS Operations Center to keep DOC, NOAA, and NWS leadership apprised of any weather or service related concerns.
4. Serving as the national spokesperson for NWS operations.
5. Providing liaison services to help support other partnering agencies operations.
6. Monitoring and reporting service delivery performance measures to ensure effective and efficient operations.
7. Conducting and evaluating operational service efficiency, effectiveness, and customer satisfaction to ensure NWS is providing competitive warning and forecast services.
8. Developing NWS policy delineating NWS's mission and its public sector responsibility to produce and disseminate information.
9. Managing resources to maintain and sustain effective operational mission execution.
10. Identifying and validating national service requirements to ensure that service Improvements are implemented by NWS Offices that support service delivery.
11. Ensuring Diversity, Equity, Inclusion and Accessibility principles, policy, and actions are upheld.
12. Ensuring partner and customer needs are accounted for in 3 year budget cycle planning activities.
13. Ensuring that the necessary management and technical support are provided to the COO activities, including program planning; program evaluation; budgetary preparation and support for mission execution.
