Qualifications:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

-AND Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

NQ-03: A qualified candidate's resume and work history must reflect at least one year of specialized experience at or equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NN-02, NQ-02 or GS-12. Experience in providing technical oversight, coordination, and support; AND/OR experience providing technical oversight, expertise and support for a federal agency, contractors, and customers across a large geographic area; AND managing IT programs or cyber security or telecommunications security programs and/or projects.

NQ-04: A qualified candidate's resume and work history must reflect at least one year of specialized experience at or equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NN-04, NQ-03 or GS-14. Experience in the review, analysis, interpretation and implementation of agency or departmental cyber security or telecommunications security policies, procedures, and regulations. AND/OR Experience in the drafting and review of cyber security or telecommunications security standard operating procedures or similar documents that implement policies. AND Experience performing system authorization and accreditation activities and applicable documentation.

'Experience' refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

As an Information Technology Specialist (Cyber Security), you will contribute Information Technology Specialist (Cyber Security) expertise on assigned tasks, projects, and program management efforts related to NNSA programs. Complexity of duties increase with experience and grade level.

Major duties may include:

• Manage communications security and protected transmission systems.
• Apply programmatic and technical knowledge and management expertise in cyber and telecommunications security.
• Develop, implement, and enforce policies, procedures, processes for cyber and telecommunications security.
• Ensure information technology is certified and accredited in accordance with applicable cyber security policies/guides.
• Negotiate with technology project stakeholders and security authorities to devise risk-based, cost-effective solutions.
• Other duties as assigned.
