National Labor Relations Board is Hiring a Contract Specialist Near Washington, DC

This position is in the Office of the General Counsel, Office of the Chief Financial Officer, Acquisitions Management Branch.
The Acquisitions Management Branch is responsible for the planning, development, coordination, and execution of a complete program of contracting services and procurement programs. This is a developmental position leading to the full performance grade of GS-1102-13.

IDEAL CANDIDATE STATEMENT

The ideal candidate for this position should be able to preferably prepare various kinds of contracts (according to specific requests) in an efficient manner - as well as - perform research on acquisition issues/concerns to develop the best/worst case scenarios so that the best acquisition strategy may be used. The ideal candidate should also have excellent oral and writing skills.

MINIMUM QUALIFICATIONS
To be qualified for this position, applicants must meet the basic educational requirements below.
  • Have obtained a 4-year course of study leading to a bachelor's degree with a major in any field (Copy of transcript must be submitted);
or
  • Have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (Copy of transcript(s) must be submitted).

In addition to meeting the basic educational requirements above, you may qualify based on your experience and/or education described below for the GS-11 Contract Specialist position.

One year of specialized experience (52 weeks), performing as a Contract Specialist at the GS-9 grade level work such as:
  • Evaluating bids or requests for proposals to determine the technical qualifications of contractors;
  • Participating in negotiations to negotiate delivery schedules, price adjustments, labor hours and/or other agreements; and
  • Conducting pre-award/post-award conferences to ensure all technical questions are adequately answered and to ensure selected contractor understands responsibilities.
OR

3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree. (Copy of transcripts must be submitted with application. If selected, official transcripts will be required.)

OR

A combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-11.

This experience must be fully supported and articulated in your resume to receive consideration. INOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.(NOTE: All current or former Federal employees must provide a copy of their SF-50 'Notice of Personnel Action' that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service.

Responsibilities:


As a Contract Specialist GS-1102-11, your typical work assignments may include:
  • Reviewing past performance reports and conducts reference checks to determine the financial and technical capability of award candidates for the purpose of assessing risk to the government for the successful attainment of program goals and to determine if the award candidate has an acceptable level of integrity and is financially and technically responsible.
  • Negotiating with prospective contractors on pricing, performance, technical terms, and other provisions.
  • Performing work that involves the analysis, operation, or administration of automated contracting systems.
  • Reviewing procurement submissions for adequacy and completeness, and resolves any problems prior to initiation of contractual action.
