Job Title: Revenue Manager

Department: Finance

Reports to: Controller

Flsa Status: Exempt

General Purpose of the Job: Under the supervision of the Controller, the Revenue Manager is responsible for providing financial support of the LTSS system including the review of funding requests, evaluating the documentation of support hours in the iCareManager (iCM) system, billing of LTSS services provided in compliance with training and staffing requirements, and monitoring claims processing and addressing outstanding claims.

Essential Duties and Responsibilities:

The Revenue Manager is a member of the Finance Department team and supports the Adult Services Department including Community Living, Day Habilitation, and Employment Services. Key aspects of the roles and responsibilities include:

  1. Communicates effectively with all internal and external parties, including NCIA employees, ICM Consultants, and MD State government oversight agencies.
  2. Routinely monitors the LTSS system for Service Plans Pending Acceptance and reviews the proposed funding and communicates acceptance or concerns with funding to Program Staff in a timely manner.
  3. In coordination with the Case Manager, reviews the proposed funding as recommended in the Person-Center Plan (PCP) and evaluates the proposed funding requested on the Detailed Service Authorization Tool (DSAT) and the Cost Detail (CDT) and communicates acceptance or concerns with funding to Program Staff in a timely manner.
  4. Monitors the documentation of daily attendance, monthly service units and dedicated service units authorized and used, and number of authorized residents in each residential home in ICM and communicates concerns with Program Staff.
  5. Reviews required staffing based upon the authorized service units in LTSS to ensure compliance prior to submitting claims.
  6. Communicates with the Compliance Department to confirm staff meets all training requirements prior to submitting claims.
  7. Uploads the attendance records from ICM into LTSS and process billing claims, monitor claims for approval and subsequent payment, reviews rejected claims, addresses outstanding issues, and reprocesses claims.
  8. Maintains customer cards in Great Plains to record and track claims.
  9. Creates sales invoices/credit memos in the accounting software for LTSS billing.

Supervisory Responsibilities: None.


Education and/or Experience:

  • Bachelors Degree in Accounting with knowledge of billing principles and practices.

Language Skills:

  • The ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • The ability to write reports, business correspondence, and procedure manuals.
  • The ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

Mathematical Skills:

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates, Licenses, Registrations: None Required.

Other Skills and Abilities:

  • Knowledge of program regulations and experience with programs funded by the Maryland Developmental Disabilities Administration (DDA).
  • Experience using the Maryland DDA LTSS and PCIS2 systems preferred.
  • Experience with iCareManager (ICM) preferred.
  • Experience with Great Plains preferred.
  • Requires Microsoft Outlook skills including Word, Excel, Teams, and OneDrive.
  • Requires the ability to learn and utilize computer systems and software to perform position functions.
  • Excellent time-management and organizational skills with the ability to meet deadlines.
  • Detail oriented with demonstrated ability to follow up on outstanding items.

Physical Demands:

  • Primarily sedentary requiring use of hands and arms for reaching and typing.
  • Limited walking and standing.
  • Communication and auditory ability required.
  • Minimal lifting to 25 lbs. Close vision (clear vision at 20 inches or less). Color vision (ability to identify and distinguish colors) Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).

Work Environment:

  • Indoor office environment.
  • Moderate noise (examples: business office with computers and printers), light traffic.
  • May include video and/or audio monitoring.
