The purpose of this grant is to conduct an integrated and comprehensive set of activities spanning use-inspired research, translation-to-practice, entrepreneurship, and workforce development to nurture and accelerate Central Virginias Advanced Pharmaceutical Manufacturing (APM) cluster activity. The Engine will bring together an inclusive and diverse network of partners and stakeholders who will participate in the regional innovation ecosystem.The Project will accelerate the creation of an APM hub that will drive the nations effort to secure its supply of quality affordable medicines, from R&D to the domestic manufacture of KSMs, APIs and finished formulations, enabling breakthroughs. The region is well positioned to support the Engine, with significant public and private investment ($500 million) and is home to more than 80 life science R&D commercialization assets across complementary industries that can be leveraged to build a sustainable Engine. Scope of Work The Virginia Biotechnology Research Park Corporation (Activation Capitals 501c3) is seeking an accomplished senior business leader to serve as the Program Director to lead the implementation and strategy for ACs Type 1 National Science Foundation Engines Award. This individual has demonstrated scientific credentials and senior leadership experience in successfully managing major initiatives and public-private stakeholder groups.This Leader will ensure that an efficient and effective governing structure is in place throughout the award period to support all critical and significant project activities. The Program Director will be responsible for oversight and effective execution of five strategic goals detailed in the National Science Foundations Type 1 proposal:

Assemble a robust, qualified, and diverse Engine Governance Board and Leadership Team
Build a foundational Strategic Implementation Plan
Create a well-rounded recruitment and management strategy for strategic partners
Craft a comprehensive workforce development plan
Strengthen and align the Diversity, Equity, Inclusion, and Accessibility (DEIA) Plan with federal standards

AC and its core partners will accomplish the five goals through 25 capacity building activities. Together these goals and activities will situate the Engine to apply for future Type-2 implementation funding and sustain the Engine through its emerging stage of development to maturity.The selected Program Director will achieve these goals due to their deep subject matter expertise and high-caliber leadership of engaged talent, boards, and stakeholders, including engagement and oversight of committee workgroups. This individual will be responsible for successful grant execution and compliance. Working closely with the Principal Investigator to ensure the future of the Engine and prepare for future grant application cycles.This body of work requires the ability to work effectively in a cross-functional team to advance the organizations National Science Foundation requirements in a flexible, responsive, and collaborative manner. This 12-18 month contractual role is full-time and located in Richmond, Virginia with the option for hybrid work. The contractor will work closely with VBRPC leadership, the Engine Advisory Board, the Alliance for Building Better Medicine, subawardees, and working committees. The ideal leader:

RESPONSIBILITIES

Leadership

Provide leadership and oversight to the Engine
Create a solid infrastructure of policies, procedures, and general management to ensure the framework is in place to pursue a Type 2 Engine application
Collaborate with the Governance Board, Working Groups, AC Leadership, Consultants, and Stakeholders to align on the Engines current state, draft an initial business model, and create financial models to ensure long-term viability of the APM Engine

Strategic Planning

Lead a team, oversee the creation of a comprehensive strategic implementation plan by developing a 3-5 year horizontal plan for APM innovation pipeline which pinpoints projects for implementation in the R&D, innovation to translation and workforce development spaces, with a focus on DEIA throughout.
Work with the team, create a risk/gap analysis plan
Informed by the strategic planning process, lead the Working Groups to create three roadmaps outlining investments and activities

Grant Management Leadership

Lead AC grant management team and resources to ensure 100% compliance and execution of the NSF Type 1 award working with grant administrators, grant accounting team, and project managers
Create an evaluation plan
Implement activities and work with sub-awardees

Development

Lead grant proposal planning and development for Type 2 NSF Engine application to include customer directed innovative and technology-driven research and development (R&D), translation and innovation of R&D to manufacturing, and development of an end-to-end APM workforce through educational opportunities and jobs for the most underserved

QUALIFICATIONS & EXPERIENCE

Recognized thought leader in essential medications, pharmaceutical supply chain, advanced pharmaceutical manufacturing, and/or pharmaceutical quality
Minimum of 15 years of increasing leadership experience in a scientific field; pharmaceuticals strongly preferred and program management a plus
Demonstrated ability to collaborate, lead, and influence across diverse, multi-stakeholder organizations; public-private partnerships preferred
Deep understanding of the transition from R&D to commercialization
Requires PhD or equivalent experience in a scientific field; scientific field strongly preferred
Experience with National Science Foundation grants strongly preferred or equivalent grant complexity (ex. cooperative grant)

This contractual role is for up to 18 months.
